Dublin: Non-EU labour demands changes to work permits A new law will be published in the autumn.
The government is making changes to the work permit system amid growing demand for workers from outside the European Economic Area.
The new law provides additional conditions, such as training or skills, for issuing a work permit. This will enable subcontractors to access the employment permit system. Minister of State for Business, Employment and Retail Damien English said the new law would help modernize the employment permit system.
"With a record 2.5 million plus people at work in Ireland, the new Employment Permits Bill will allow us to better compete for global talent, to fill labour market gaps, to support local enterprises and to encourage foreign direct investment while at the same time protecting the rights of workers in the State," he said.

A seasonal work permit will be introduced for short-term, repetitive work situations in areas where these types of employment opportunities arise. Work permits are linked to a salary cap index to ensure compliance with wage increases.
"The proposed changes are intended to improve the efficiency of the system without altering the main objective of matching the skills and labor needs of the economy by prioritizing the Irish and EEA labor pool," Mr. English added.
Ireland's work permit system has been designed to be more effective and better responsive to evolving labor market needs.
