Earlier in the day, the alliance leaders and senior ministers engaged in high-level discussions ahead of the budget announcement at 1 pm on Tuesday. Leaders will meet again tonight.
The budget is to include a cost-of-living package of €2 billion and a number of one-off payments. Once off social welfare payments will be paid before and after Christmas, including two double child benefit payments before Christmas, fuel surcharges and living alone allowances.

- The Help-to-Buy scheme will be extended till 2029
- Double the number of shelters for victims of gender-based crimes
- Funding for schools to purchase digital pouches to lock students' mobile phones during class
- Funding for 800-1,000 gardaÃ, training allowance increased to €354
- 1,100 extra prisons will be added over the next five years, funding for 350 more staff and an 8% increase in criminal legal aid fees
- USC's 4% rate has been reduced to 3%
- A €2,000 increase in the top rate threshold for income tax, bringing it to €44,000
- The rental tax credit will be increased to €1,000
- The inheritance tax threshold will increase from €335,000 to €400,000 for children, with further changes for other siblings and relatives.
- Stamp duty on bulk purchase of houses will be increased from 10 per cent to 15 per cent.
