EU and Canada to Forge Closer Strategic Ties Amid Rising Global Tensions

 Brussels | Monday – The European Union will host Canadian Prime Minister Mark Carney for a high-level summit on Monday aimed at deepening strategic and economic cooperation, as both allies confront growing global volatility—from regional instability in the Middle East and Russia’s ongoing war in Ukraine to the challenges posed by an increasingly unpredictable United States.


European Commission President Ursula von der Leyen and European Council President Antonio Costa will welcome Prime Minister Carney for the bilateral discussions in Brussels, one day ahead of the NATO summit in The Hague.

EU officials have emphasized that the summit is not a routine engagement but rather a milestone in EU-Canada relations, signaling the beginning of a more robust partnership across multiple fronts.

At the heart of the summit’s agenda is the signing of a comprehensive Security and Defence Partnership, the first of its kind between the EU and a country in the Americas. The agreement will encompass cooperation in crisis management, cyber defence, maritime and space security, arms control, and continued coordinated support for Ukraine.

The partnership will also open pathways for Canadian firms to participate in SAFE, the EU’s €150 billion ($172 billion) joint defence procurement programme—one of the bloc’s most significant steps toward collective security and industrial resilience.

In the digital domain, the two sides are expected to launch negotiations on a digital cooperation framework aimed at shaping global governance for areas such as electronic signatures, consumer protections, and spam regulation. A draft of the joint communiqué underscores a shared commitment to aligning regulatory standards in digital technology to ensure safer online platforms and more transparent, trustworthy artificial intelligence systems—an area where the EU's regulatory leadership has been met with skepticism by Washington.

With an existing free trade agreement (CETA) already anchoring their economic ties, the EU and Canada appear poised to elevate their transatlantic relationship into a broader strategic alliance, crafted to navigate an increasingly multipolar and uncertain world.
