India Firmly Counters Pakistan’s Remarks on Kashmir and Indus Waters Treaty at UN Security Council

India delivered a strong and measured response at the United Nations Security Council (UNSC) after Pakistan made renewed attempts to internationalise the Kashmir issue and object to India’s stance on the Indus Waters Treaty. In a sharp rebuttal to Pakistani Deputy Prime Minister and Foreign Minister Ishaq Dar’s remarks, India’s Permanent Representative to the UN, Ambassador P. Harish, called out Pakistan’s continued duplicity on matters of terrorism and international peace.

Speaking at the Council, Dar reiterated Pakistan’s long-standing claim that Kashmir is an “internationally recognised disputed territory” and labelled India’s recent steps concerning the Indus Waters Treaty as “regrettable and unjustified.” He further urged the UN to intervene and seek a resolution to the Kashmir issue based on what he termed as “relevant Security Council resolutions.”

India responded firmly. Ambassador Harish, addressing the Council, underscored the fundamental differences between the two nations, contrasting India’s democratic ethos and developmental achievements with Pakistan’s troubled track record.

“On one hand stands India — a mature democracy, a dynamic and growing economy, and an inclusive, pluralistic society. On the other is Pakistan — mired in fanaticism and terrorism, and habitually reliant on external bailouts from the IMF,” he stated.

Harish further emphasised the need for the Security Council to uphold a zero-tolerance approach to terrorism. “It ill behoves a member of this Council to deliver moral lectures while simultaneously engaging in practices that the international community finds reprehensible,” he said, directly alluding to Pakistan’s record of sponsoring cross-border terrorism.

India reiterated that Jammu and Kashmir remains an integral part of the country and that any attempt to challenge its sovereignty is entirely unacceptable. The Indian envoy also reaffirmed that the Indus Waters Treaty is a bilateral agreement and not subject to international adjudication unless Pakistan first addresses its own breaches of the accord.

This episode marks yet another instance where Pakistan has sought to raise the Kashmir issue on multilateral platforms. However, such efforts have repeatedly failed to gain traction, with the broader international community viewing Kashmir as a bilateral matter between India and Pakistan.

India’s composed yet assertive intervention at the UNSC further bolsters its image as a responsible global actor—committed to peace, development, and the rule of law—while exposing Pakistan’s continued reliance on diversionary rhetoric.
