Monsoon Session of Parliament Begins Amid Political Tensions; Operation Sindoor, Electoral Issues to Dominate Agenda

 New Delhi | July 21, 2025 — The Monsoon Session of Parliament commenced today against a backdrop of intensifying political tensions, with the Opposition’s INDIA bloc gearing up to challenge the Narendra Modi-led government on a range of contentious issues. Chief among them are the recent military action across the border—Operation Sindoor—and domestic matters such as electoral roll revisions in Bihar.


First Session Since Operation Sindoor

This is the first sitting of Parliament since Operation Sindoor, a precision military strike targeting terror camps in Pakistan. The operation followed the tragic Pahalgam terror attack of April 22, which killed 26 civilians, predominantly tourists. The Opposition has demanded a formal statement from Prime Minister Modi on the objectives, execution, and implications of the operation.

Session Duration and Structure

The Monsoon Session is slated to run from July 21 to August 21, with a recess from August 12 to 17 in view of Independence Day observances. Over the 32-day span, 21 sittings are scheduled.

Robust Legislative Agenda

Union Minister for Parliamentary Affairs Kiren Rijiju announced that the government aims to transact 17 items of business, including the introduction and passage of 15 key bills. Notable among them are:

  • Income Tax Bill, 2025 – Under scrutiny by a Joint Parliamentary Committee chaired by BJP MP Baijayant Panda.

  • Manipur GST (Amendment) Bill, 2025 – Updating the state-specific 2017 GST Act.

  • Taxation Laws (Amendment) Bill, 2025 – Revising existing taxation structures.

  • IIM (Amendment) Bill, 2025 – Bringing IIM Guwahati under the purview of the IIM Act, 2017.

  • Coastal Shipping, Merchant Shipping, and Indian Ports Bills – Aimed at bolstering maritime infrastructure.

  • Geoheritage Sites and Geo-relics Bill, and Representation of Scheduled Tribes (Readjustment) Bill for Goa – Targeted at legal and cultural preservation.

Financial business includes Demands for Grants for Manipur (2025–26) and the corresponding Appropriation Bill.

Opposition Presses for PM’s Intervention

The Opposition, under the INDIA alliance, is calling for a direct response from Prime Minister Modi on Operation Sindoor. It is also seeking an official clarification regarding recent comments by former U.S. President Donald Trump, who claimed to have mediated peace efforts between India and Pakistan.

Moreover, Opposition leaders are expected to raise concerns over the Special Intensive Revision (SIR) of the electoral rolls in Bihar, alleging mass voter deletions and procedural irregularities. Congress MP and Deputy Leader of the Opposition in the Rajya Sabha, Pramod Tiwari, emphasized the need for the Prime Minister's presence, stating: “Parliament is more important than foreign tours,” in reference to Modi’s upcoming visit to the UK and Maldives from July 23 to 26.

Anticipated Flashpoints for Debate

The session is likely to witness vigorous debate on several high-priority issues, including:

  • Restoration of full statehood to Jammu & Kashmir

  • Detailed discourse on the April 22 Pahalgam terror attack

  • Alleged irregularities in Bihar’s electoral roll revision

While Kiren Rijiju affirmed the government’s openness to discussions on all matters—including national security—he underscored that debates must comply with parliamentary rules and procedures. The final scheduling and scope of discussions will be determined by the Business Advisory Committees of both Houses.

President’s Rule in Manipur

Parliament is also expected to deliberate on a resolution seeking approval for the extension of President’s Rule in Manipur, imposed on February 13, 2025, under Article 356(1) of the Constitution.
