Dehradun: Uttarakhand is set to become the first state in India to extend minority status in education beyond Muslim-run institutions, with a new bill that recognizes Sikh, Jain, Christian, Buddhist, and Parsi institutions as well.
Until now, only Muslim-managed institutions in the state enjoyed minority recognition. The legislation, once enacted, will establish a comprehensive framework that not only grants such status but also enforces accountability, transparency, and academic standards.
A central provision of the bill is the creation of the Uttarakhand State Minority Education Authority, a nodal body tasked with reviewing applications, granting recognition, and monitoring compliance with guidelines issued by the Uttarakhand Board of School Education. Officials said the authority would ensure fairness in student assessment and promote transparent governance.
“Once enacted, Uttarakhand will be the first state to legislate not only on granting minority status but also on ensuring academic excellence, accountability, and the protection of constitutional rights,” a senior official stated.
Under the proposed law, all institutions run by Muslim, Sikh, Jain, Christian, Buddhist, or Parsi communities will be required to obtain official recognition. They must be registered under the Society Act, Trust Act, or Company Act, and maintain properties and accounts in the institution’s name.
Officials added that the legislation seeks to streamline a previously fragmented recognition process under one accountable authority. While safeguarding institutional autonomy, it also empowers the government to oversee functioning and issue directives when necessary.
The bill further repeals the Uttarakhand Madrasa Education Board Act, 2016, and the Non-Government Arabic and Persian Madrasa Recognition Rules, 2019, with effect from July 1, 2026.
By strengthening recognition procedures, ensuring transparency, and raising educational quality, the government aims to benefit both minority institutions and the communities they serve.
