Dublin, September 15 — Learner drivers in Ireland who repeatedly fail to pass their driving test will soon be required to undergo additional lessons before being allowed back on the road, under new government measures set to take effect from next month.
According to the revised rules, learner drivers must sit their driving test after obtaining a third learner permit. If they fail, they will be permitted to apply for up to three more permits. However, if they remain unsuccessful after seven years, they will be treated as beginners. In such cases, they will be required to retake the theory test and complete 12 mandatory driving lessons before resuming the licensing process.
Minister of State for Road Safety, Seán Canney, confirmed that the changes are expected to be introduced next month. “We intend to require learner permit holders who have held a permit for four years to sit a driving test before they can renew it,” a Department of Transport spokesperson explained.
The new framework also stipulates that any learner driver holding a permit for seven years without passing the test will be required to restart the licensing process entirely — beginning with the theory test, followed by a learner permit, 12 essential driver training lessons, and finally, the practical test.
Emphasising the rationale behind the move, Minister Canney said: “This is all about road safety. We need to ensure that people driving on our roads are legally compliant and competent. Everyone behind the wheel must have the necessary skills to handle and operate vehicles safely.”
The Minister further noted that these changes would not require primary legislation and could be implemented through statutory regulations, without seeking approval from the Dáil.
When asked whether the measures were fair, Canney responded: “If you sit the test and fail, you can obtain another three learner permits, sit the test again, and fail again. At that point, you will have been on this journey for at least six years. By then, people should have acquired the skills necessary to pass the test. If they haven’t, perhaps they need to go back, get more instruction, and prepare properly before attempting the test again.”
