Vikram Doraiswami Appointed India’s New Ambassador to China

India has appointed seasoned diplomat Vikram Doraiswami as its next ambassador to China, the Ministry of External Affairs (MEA) announced on Thursday. Doraiswami will succeed Pradeep Kumar Rawat as India’s envoy in Beijing and is expected to assume his new responsibilities shortly.

Appointment Amid Efforts to Rebuild Bilateral Ties

The appointment comes at a crucial juncture, as India and China continue efforts to stabilise and recalibrate their relationship following years of strain. Bilateral ties had deteriorated sharply after the 2020 military standoff in eastern Ladakh, particularly the violent clash in the Galwan Valley, which marked one of the lowest points in relations in decades.

In recent months, both sides have intensified diplomatic and military-level engagements aimed at restoring normalcy. A significant breakthrough came in October 2024, when Prime Minister Narendra Modi and Chinese President Xi Jinping held talks in Kazan, Russia, signalling a renewed commitment to de-escalation and dialogue.

A Distinguished Diplomatic Career

A 1992-batch officer of the Indian Foreign Service (IFS), Doraiswami brings with him over three decades of diplomatic experience. An alumnus of University of Delhi, where he earned a Master’s degree in History, he briefly worked as a journalist before joining the foreign service.

Following his initial training in New Delhi, Doraiswami began his overseas career in 1994 as Third Secretary in Hong Kong. During this period, he pursued advanced language training, earning a diploma in Chinese before moving to Beijing in 1996 for a four-year diplomatic assignment.

Key Roles in Government and International Missions

Upon returning to India in 2000, Doraiswami held several important positions within the MEA, including Deputy Chief of Protocol (Ceremonials). In 2002, he was deputed to the Prime Minister’s Office, where he served as Private Secretary to the Prime Minister—an assignment that underscored his growing prominence within the diplomatic establishment.

His international experience includes postings at India’s Permanent Mission to the United Nations in New York and the Consulate General in Johannesburg. He has also played a key role in regional diplomacy, heading the division for the South Asian Association for Regional Cooperation upon his return to New Delhi in 2011.

Senior Diplomatic Assignments Abroad

Between 2012 and 2014, Doraiswami served as Joint Secretary of the Americas Division in the MEA. He was subsequently appointed Ambassador of India to Uzbekistan in 2014, before taking up the role of envoy to the South Korea in 2015.

Most recently, he has been serving as India’s High Commissioner to the United Kingdom, where he played a significant role in strengthening bilateral ties across trade, strategic cooperation, and diaspora engagement.

Strategic Significance of the Appointment

Doraiswami’s appointment to Beijing is widely viewed as a strategically important move, given his prior experience in China and his deep understanding of regional geopolitics. As India and China navigate a complex phase of cautious engagement, his diplomatic acumen is expected to play a key role in managing sensitive issues while advancing avenues for cooperation.
