Ireland: Over 60,000 Luas passengers have already been fined this year for fare evasion.

More than 60,000 fines have been issued so far this year to people who didn’t pay for a Luas ticket.

The number marks a significant rise on 2021 when movements was down due to Covid restrictions. 


All passengers on the tram who are unable to produce a valid ticket, when requested by Customer Agents, are issued a Standard Fare Notice.


Last year there were 50,419 notices issued to passengers – but the figure has jumped to 60,601 so far in 2022. 


The figures released are on foot of a question posed last month by Catherine Murphy TD, to the Minister for Transport, Eamon Ryan.


3,496 appeals were rejected last year, with 663 being successful.


Passengers on the Luas have received 41 summonses so far this year, leading to 39 court appearances.


Out of these, 22 instances led to fines, six cases were dismissed, nine cases were postponed, and two cases are still pending.


Due to the Covid-19 Pandemic, no cases were brought to court in 2021.


Additionally, Covid-19 restricted Dublin Bus's ability to check for fare evasion beyond 2021.


Since checks have resumed as usual, 284 fines have been imposed. 155 of them received full payment, bringing in a total of €11,320.


This represents an increase of €6,370 from 2021, when 89 fines were issued and €4,950 in revenue was generated.


Eight appeals of the fines imposed in 2022 have been filed, and all eight have been upheld. The same was true in 2021, when all seven appeals were granted.


Dublin Bus fare evasion has resulted in 17 court summonses so far this year, an increase of 1 from 2021. Last year, six persons were found guilty.


Regarding Dublin Bus, 104 cases of fare evasion are now being handled.


Regarding the statistics, Ms. Murphy said: "We can all agree that fares on public transportation must be enforced.


"The vast majority of people pay their way in general, but there are occasionally real situations in which someone may not have paid and there are appeals mechanisms in place.


It is also important to keep in mind that Dublin Bus offers a 50 percent discount on the fine for anyone who accept the consequence and pay it within 21 days.
