Action will be taken against people who repeatedly renew their learner's permits without taking a driving test in Ireland.
The Road Safety Authority has been asked to urgently address the issue of repeated learner permit renewals by drivers as part of measures to address the rising road death toll.
Up to 30,000 drivers are on their third or subsequent learner's permit without taking a driving test. This means that many people have been on the road for years without having their driving skills tested.
In a letter sent last month by the Department for Transport on behalf of Roads Minister Jack Chambers, the Road Safety Authority (RSA) said it must hand over its full business plan for the second half of the year to the government by the end of June.
That should include measures to prevent drivers with multiple learner-permit renewals, said Department of Transport Assistant Secretary General Keith Walsh.
Mr Chambers has previously indicated he will take action against such drivers but says there must be a "lead-in time" to allow learners to comply with the new rules.
Implementation of coherent proposals to address the multiple learner permit issue and awareness campaigns will begin immediately before the second half of the year.
