US Removes Three Indian Entities from Restrictive List, Boosting Civil Nuclear Cooperation

In a significant development, the United States has removed three major Indian entities from its restrictive "Entity List," a move expected to bolster civil nuclear collaboration and advanced energy partnerships between the two nations. The entities removed are the Bhabha Atomic Research Centre (BARC), the Indira Gandhi Centre for Atomic Research (IGCAR), and Indian Rare Earths Limited (IREL).

The announcement follows remarks by US National Security Advisor Jake Sullivan, who recently stated that Washington was finalizing steps to lift long-standing regulatory barriers hindering civil nuclear cooperation between India’s leading nuclear institutions and American companies.

Addressing a press conference, MEA Spokesperson Randhir Jaiswal welcomed the decision, stating,
"The removal of Indian Rare Earths, the Indira Gandhi Atomic Research Center (IGCAR), and the Bhabha Atomic Research Center (BARC) from the Entity List is a welcome step. These entities have been on the list for several years. This action by the US government will lead to greater collaboration between India and the United States in the fields of nuclear energy, clean energy, and critical minerals."

Implications of the Decision

The US Bureau of Industry and Security (BIS), which oversees the Entity List, stated that the removal aligns with its foreign policy goals of fostering advanced energy cooperation. According to the BIS, this action is designed to facilitate joint research, development, and science and technology collaborations between the US and India, reflecting the nations' shared commitment to advancing peaceful nuclear energy.

The Entity List, maintained by the BIS under the US Department of Commerce, includes foreign individuals, businesses, and organizations subject to export restrictions. It is primarily used to prevent unauthorized trade in goods and technologies that may contribute to terrorism, weapons of mass destruction (WMD) programs, or activities perceived as counter to US national security or foreign policy interests.

In its statement, the BIS noted,
"The removal of these entities will support US foreign policy objectives by reducing barriers to advanced energy cooperation, including joint R&D efforts and technology sharing, to meet shared energy security goals. Over the years, strengthened science and technology cooperation between the US and India has benefited both nations and their global partners."
