China Constructing Massive Military Complex in Western Beijing, U.S. Intelligence Observes

Beijing, February 2025 – China is constructing an expansive military facility in western Beijing, a project that U.S. intelligence believes could serve as a wartime command center significantly larger than the Pentagon. According to current and former American officials, satellite imagery has revealed a 1,500-acre construction site approximately 30 kilometers southwest of Beijing, featuring extensive underground infrastructure.

Military analysts assess that the facility includes hardened bunkers designed to protect senior Chinese military officials during conflicts, including potential nuclear engagements. Intelligence sources monitoring the development have reportedly nicknamed the project “Beijing Military City.”

Strategic Military Expansion

Construction at the site, which began in mid-2024, aligns with broader modernization efforts by the People’s Liberation Army (PLA) as it approaches its centenary in 2027. The PLA has been rapidly expanding its nuclear arsenal and integrating its military branches, areas where analysts believe China currently lags behind the United States.

The intelligence community has linked this project to President Xi Jinping’s directive for the PLA to attain the capability to attack Taiwan by 2027. If confirmed, the new command center would represent a significant enhancement of China’s military infrastructure, integrating advanced warfare capabilities into its strategic planning.

Significance of the Facility

Dennis Wilder, former head of China analysis for the CIA, noted that the construction of a sophisticated underground military command bunker signals China’s ambitions to build a world-class conventional and nuclear warfighting capability. The Pentagon-sized facility is believed to be at least ten times the size of its American counterpart.

While the U.S. Director of National Intelligence has not commented on the development, the Chinese embassy in Washington stated it was “not aware of the details” but reiterated that China’s defense policy remains “defensive in nature.”

Extensive Construction and Restricted Access

Satellite analysis by Renny Babiarz, a former imagery analyst at the National Geospatial-Intelligence Agency, identified over 100 cranes working across a five-square-kilometer area. The construction appears to involve multiple underground passageways, suggesting a highly fortified, interconnected complex.

Unusual for a commercial project, the development has no public records or official mentions online. Local access to the area has been heavily restricted, with guards prohibiting entry and warning against drone surveillance. A checkpoint has also been established, blocking public access to nearby hiking trails and tourist spots.

Potential Replacement for China’s Existing Command Centers

Experts believe the new complex may replace China’s current secure command headquarters in the Western Hills, a Cold War-era facility northeast of the new site. A former senior U.S. intelligence official stated that the partially buried nature of the new facility indicates it is designed to withstand advanced U.S. bunker-busting munitions and even nuclear strikes.

Military analysts also note that the facility’s size and reinforced structures suggest China is preparing for future conflicts by enhancing command-and-control capabilities. A China researcher analyzing the satellite images remarked that the project reflects President Xi’s ambitions to surpass U.S. military capabilities.

Strategic Implications

This development emerges amid ongoing geopolitical tensions, particularly regarding Taiwan. China’s large-scale military infrastructure expansion signals an effort to bolster its strategic preparedness. With limited official acknowledgment of the project, global military analysts continue to closely monitor the site’s progression for further insights into Beijing’s evolving defense strategy.
