As the second half of Parliament’s Budget Session progresses, both Houses are set for intense debates and key legislative developments before adjournment on April 4.
Railways, Jal Shakti, and Finance Ministries Under Scrutiny
Following an extended session in the Rajya Sabha on Monday, where proceedings continued until 11 PM, Union Railways Minister Ashwini Vaishnaw is scheduled to address the Lok Sabha on Tuesday regarding the demand for grants for his ministry. Additionally, the Lok Sabha will hold discussions on the demand for grants for the Jal Shakti Ministry, with Union Minister CR Patil expected to respond by Tuesday evening.
Meanwhile, in the Rajya Sabha, Finance Minister Nirmala Sitharaman will address the House on excess demand for grants and the budget for Manipur. The Upper House will then shift focus to discussions on the functioning of the Ministry of Health and Family Welfare.
Home Ministry Debate and Key Legislative Moves
In the coming days, discussions in the Rajya Sabha will center on the Ministry of Home Affairs, beginning on March 20. Union Home Minister Amit Shah is slated to respond to the debate on March 21.
On the same day, the Lok Sabha will undertake the ‘guillotine’ process—consolidating and passing demand for grants across various ministries. Subsequently, on March 24 and 25, the House will deliberate on and pass the Finance Bill, which will then be forwarded to the Rajya Sabha for approval. As a money bill, it will be deemed passed within 15 days, even if the Rajya Sabha does not approve it.
Waqf Amendment Bill and Immigration Bill on the Agenda
The government is expected to introduce the Waqf Amendment Bill in the Lok Sabha on April 1, following recent cabinet approval of 14 amendments proposed by the Joint Parliamentary Committee (JPC). The ruling BJP-led NDA, bolstered by the support of key allies TDP and JDU, is confident of securing its passage.
Another key piece of legislation in focus is the Immigration Bill, aimed at establishing policies to identify and penalize illegal migrants and individuals residing in India with forged documents.
President’s Rule in Manipur and ‘One Nation, One Election’ JPC Extension
As the session nears its conclusion, the government is expected to seek parliamentary approval for the imposition of President’s Rule in Manipur. During this brief discussion, Amit Shah is likely to present the government’s stance on the issue.
Additionally, the term of the Joint Parliamentary Committee (JPC) on the ‘One Nation, One Election’ initiative is set to expire on April 1. The committee’s chairman is expected to seek the Lok Sabha Speaker’s approval for a three-month extension to continue deliberations on the bill.
Budget Passage a Priority Before Session Ends
With the session scheduled to conclude on April 4, the government’s primary objective remains the passage of the Union Budget, ensuring financial allocations for various ministries through the Consolidated Fund of India.
As Parliament enters this decisive phase, the coming weeks are expected to witness intense political activity, shaping key policy and legislative outcomes.
