India Intensifies Global Outreach Against Terrorism: Delegations Travel Worldwide Under ‘Operation Sindoor’

 New Delhi | May 27, 2025 — In a sweeping diplomatic campaign to galvanize international support against terrorism, India has dispatched seven high-level delegations across the globe under the banner of Operation Sindoor. The initiative seeks to reinforce that India's actions are aimed squarely at combating terrorism—not humanity or innocent civilians.


The Ministry of External Affairs has framed the outreach as a proactive measure to clarify New Delhi's security priorities, particularly in light of recent military operations. These delegations are visiting strategically selected nations to cultivate consensus, foster bilateral ties, and highlight the global threat posed by state-sponsored terrorism.

Youth Leadership at the Forefront

Among the deployed teams, the youngest delegation is led by Dr. Shrikant Shinde, Member of Parliament and son of Maharashtra Deputy Chief Minister Eknath Shinde. After a successful diplomatic stop in the UAE, this team is currently navigating one of the most sensitive legs of the mission in the Democratic Republic of Congo (DRC).

On Tuesday, the Indian delegation held discussions with several top Congolese officials, including Deputy Prime Minister and Transport Minister Jean-Pierre Bemba Gombo, Foreign Minister Therese Kayikwamba Wagner, and the heads of both the National Assembly and the Senate. The talks focused on strengthening bilateral relations, reinforcing people-to-people ties, and encouraging unified condemnation of terrorism in all forms.

According to diplomatic sources, the meetings were productive. India’s representatives emphasized the global risks associated with tolerating or supporting states that provide safe havens to terrorist groups, specifically pointing to Pakistan. In response, Congolese officials reportedly assured the delegation that they would raise the issue of state-sponsored terrorism in their parliament and at relevant multilateral forums.

Strategic Africa Outreach

Following their engagements in the DRC, the delegation is scheduled to visit Sierra Leone and Liberia—two nations facing internal crises but holding growing geopolitical significance.

Sierra Leone, currently serving as a non-permanent member of the United Nations Security Council (UNSC) and a member of the Organisation of Islamic Cooperation (OIC), is grappling with a sharp 50% rise in Mpox cases over the past 10 days. Liberia, meanwhile, has issued health advisories to curb the potential spread. Both countries, though often underrepresented in global diplomacy, have been identified by India as key voices within the Global South.

The outreach comes at a time when public health and security challenges converge in these African nations. Notably, the DRC has seen an uptick in crime and internal unrest, including the recent killing of an Indian businessman—an event that has underscored the complex environment the Indian delegation is navigating.

Balancing Criticism and Resolve

Back home, some opposition voices have raised concerns about the rationale and timing of these missions. Congress spokesperson Supriya Shrinate questioned the government’s need to justify its national security policies to the international community. Nonetheless, officials within the mission maintain that India’s credibility on the world stage—and its ability to lead conversations around global security—requires transparency, engagement, and robust diplomatic outreach.

One senior official told , “We are not just advocating for India—we are speaking for all nations plagued by terrorism. The goal is to create a unified voice of zero tolerance, especially from nations of the Global South whose influence is rising.”

A Mission of Determination and Diversity

Spanning ages and experience, the delegations exemplify a cross-generational commitment to India’s cause—from 38-year-old Shrikant Shinde to 78-year-old parliamentarian Mohammed Basheer. Together, they represent a united front under Operation Sindoor, a mission that blends diplomacy, strategic communication, and a firm stance against terror.

As India continues to engage global stakeholders, the message remains consistent: the fight is not against countries or communities—it is against the scourge of terrorism that threatens peace and stability everywhere.
