New Delhi, May 25, 2025 — In a landmark diplomatic initiative, India has dispatched multiple high-level parliamentary delegations across the globe as part of a strategic outreach under Operation Sindoor. The mission seeks to brief international partners on the April 22 Pahalgam terror attack and reiterate India’s firm position on combating cross-border terrorism. Delegations are engaging with governments and thought leaders in countries including the United States, Japan, South Korea, Saudi Arabia, Bahrain, Algeria, Kuwait, and Russia, among others.
The outreach comprises seven multi-party delegations, each led by a senior Member of Parliament, and includes participation from across the political spectrum. The initiative aims to present a united Indian front in confronting terrorism, counter global misinformation, and reinforce New Delhi’s zero-tolerance policy against terror networks.
Key Messages Delivered by the Delegations
Delegation Led by Shashi Tharoor (Congress)
Speaking during his visit, Congress MP Dr. Shashi Tharoor emphasized India’s measured and proportionate military response following the Pahalgam attack, clarifying that India’s intent was retaliation—not escalation.
“The Pahalgam attack involved targeted killings based on religion, clearly aimed at inciting communal discord. India had no doubt where the attack originated. Our government responded with precision strikes aimed only at terror infrastructure—this was not an act of war but a calibrated act of justice,” Tharoor stated.
The delegation under Tharoor includes MPs from BJP, LJP, TDP, Shiv Sena, and JMM, in addition to former Indian Ambassador to the U.S., Taranjit Singh Sandhu.
Delegation Led by Baijayant Panda (BJP)
In Bahrain, BJP MP Baijayant Panda underscored India’s diplomatic restraint and clarity. “Our response was targeted and conditional. When Pakistan’s Director General of Military Operations requested a ceasefire, we reciprocated with the understanding that aggression would cease on both sides,” he said.
AIMIM MP Asaduddin Owaisi, also part of the delegation, highlighted how terror groups distort religious texts. “Islam condemns terrorism in the strongest terms. Misusing scripture to justify killing is both immoral and un-Islamic,” Owaisi remarked.
Delegation Led by Sanjay Jha (JD-U)
During visits to Japan and South Korea, JD(U) MP Sanjay Jha briefed foreign interlocutors on India's focused military action. “Operation Sindoor was designed to eliminate only terrorist safe havens. We made our stance clear—future provocations will be met with firm response,” Jha said. He reiterated India's commitment to revisiting the Indus Water Treaty and reaffirmed that "blood and water cannot flow together."
Delegation Led by Kanimozhi Karunanidhi (DMK)
From Moscow, DMK MP Kanimozhi stressed India’s responsible conduct during its response to the terror attack. “Our actions targeted terrorist installations only—avoiding civilian and military casualties. In contrast, Pakistan’s retaliatory strikes deliberately targeted civilian areas,” she said.
Commenting on international mediation, she added, “While world leaders may engage in diplomacy, India's decisions remain sovereign. History shows we have always taken the lead in pursuing peace, but we will no longer tolerate betrayal masked as dialogue.”
Delegation Led by Shrikant Shinde (Shiv Sena)
Shiv Sena MP Dr. Shrikant Shinde, speaking from the UAE, reiterated India’s firm red lines. “Terror and trade cannot go hand in hand. We are committed to peace, but any aggression will meet a stronger counter-response,” he asserted.
Shinde also emphasized the unity among Indian political parties on the issue. “This mission sends a clear message—regardless of party affiliation, India stands united against terrorism,” he said.
Delegation Led by Supriya Sule (NCP-SCP)
Addressing media in Doha, NCP-SCP MP Supriya Sule called on the international community to recognize the trauma of the victims of the Pahalgam attack. “The pain endured by the families will never fade. As a nation, we owe it to them to ensure the world understands the extent of terror inflicted upon our people,” she said.
Congress MP Manish Tewari, part of the same delegation, added, “For over four decades, Pakistan has weaponized terror. Our mission is to expose its complicity—its training camps, weapons supply, and cross-border infiltration.”
Delegation Led by Ravi Shankar Prasad (BJP)
In Europe, BJP MP and former Union Minister Ravi Shankar Prasad is spearheading another leg of the diplomatic initiative. Shiv Sena (UBT) MP Priyanka Chaturvedi, accompanying him, declared: “Pakistan is no longer just a state—it has become a state sponsor of terror. 'Operation Sindoor' demonstrated that India will not hesitate to destroy terror roots, wherever they lie.”

Across all delegations, a consistent narrative has been maintained—India’s fight is not with a nation, but with the ideology of terror. India has called on the international community to acknowledge and act against states that enable terrorism.
With this unprecedented, coordinated diplomatic effort, India has not only showcased its military restraint and strategic clarity but also its political unity in standing up to terror. The delegations will continue their tour in the coming days, with visits planned to Singapore, Malaysia, Egypt, Ethiopia, and South Africa
