New Delhi, May 16, 2025 — In the wake of Operation Sindoor, the Government of India is actively considering dispatching a multi-party delegation to key foreign capitals to communicate New Delhi’s stance on cross-border terrorism emanating from Pakistan. Senior government sources confirmed that deliberations are underway to engage opposition parties and finalize the delegation’s composition and itinerary.
The initiative, aimed at fostering a unified national voice on the global stage, is expected to highlight the rationale behind Operation Sindoor and draw international attention to Pakistan’s continued role in sponsoring terrorism. The delegation will likely engage with foreign governments, strategic think tanks, and global media to present India’s case.
According to sources, the proposed mission will focus on a five-point agenda:
-
Documenting Pakistan’s provocations that led to the launch of Operation Sindoor;
-
Justifying the operation as a necessary and proportionate response to persistent terror threats;
-
Signaling the possibility of future actions should Pakistan-based terror activity persist;
-
Clarifying the precision of the strikes, which exclusively targeted terror infrastructure; and
-
Exposing Pakistan’s longstanding support for terrorism and its wider global implications.
The government is presently consulting with all political stakeholders to ensure broad bipartisan consensus ahead of the delegation's formation. Officials have emphasized that the outreach is part of a deliberate strategy to present a coherent and united national front in the international arena.
This approach mirrors past diplomatic successes. Notably, in 1994, then Prime Minister P.V. Narasimha Rao appointed a multi-party delegation—led by senior BJP leader Atal Bihari Vajpayee—to counter Pakistan’s resolution at the United Nations Human Rights Commission (UNHRC) in Geneva. That delegation, which included Farooq Abdullah and Salman Khurshid, effectively articulated India’s position on Kashmir and compelled Islamabad to withdraw its motion. India’s then-ambassador to the UN, Hamid Ansari, also played a pivotal role.
Sources suggest that the current plan reflects similar diplomatic foresight, aiming to neutralize Pakistan’s narrative and reinforce India’s credibility on the global stage amid mounting regional tensions.
An official announcement regarding the delegation’s final structure is expected once consultations conclude. The government remains committed to building international consensus on the issue of Pakistan-sponsored terrorism, with Operation Sindoor marking a turning point in India’s external engagement on security issues.
