Seating Protocol Dispute Clouds 77th Republic Day Celebrations

NEW DELHI — A political controversy has emerged following India’s 77th Republic Day parade at Kartavya Path, with the Indian National Congress alleging a breach of protocol regarding the seating of the Leader of the Opposition in the Lok Sabha, Rahul Gandhi.

The dispute gained momentum after broadcast footage revealed senior BJP leader and Union Minister Shivraj Singh Chouhan seated in the front row, while Mr. Gandhi was positioned several rows behind. The arrangement has sparked a heated debate regarding democratic norms and the status accorded to opposition leadership during state functions.

Allegations of Protocol Erosion

Congress MP Tariq Anwar described the seating arrangement as "deeply unfortunate," asserting that the Leader of the Opposition (LoP) traditionally commands a specific protocol status equivalent to senior cabinet members.

Invoking the Westminster model—upon which the Indian parliamentary system is largely based—Mr. Anwar noted that the LoP is often regarded as a "shadow prime minister." He argued that providing the opposition leader with a front-row seat is not merely a courtesy, but a vital convention intended to uphold institutional balance.

"This protocol has been ignored," Mr. Anwar stated. "It is unprecedented for the head of the principal opposition party to be relegated to the second or third row during a major national ceremony."

Institutional Marginalization

The Congress party further alleged that this incident is indicative of a broader trend under the Narendra Modi administration. Spokespersons claimed that opposition voices are being increasingly marginalized, both within the halls of Parliament and at formal government events.

Key points of the Congress grievance include:

  • Historical Precedent: The assertion that previous administrations consistently accorded front-row status to opposition leaders.
  • Parliamentary Status: Claims that the LoP is being denied adequate speaking time and appropriate recognition in legislative proceedings.
  • Democratic Signaling: Concerns that such seating choices send a "regressive message" about the health and inclusivity of India’s democracy.

Background: Republic Day Protocol

Republic Day serves as one of India's most significant constitutional milestones, commemorating the 1950 adoption of the Constitution. Seating at the annual parade is traditionally managed by the Ministry of Defence and the Ministry of Home Affairs, guided by a strict "Table of Precedence."

While the government has yet to issue a formal statement regarding the specific placement of dignitaries this year, the incident has highlighted the deepening friction between the treasury and opposition benches.
