LEH – In a move hailed as a "historic" milestone for the region, Ladakh Lieutenant Governor V.K. Saxena on Monday officially approved the notification for the creation of five new districts. This administrative overhaul expands the Union Territory’s jurisdictional map from two districts to seven, fulfilling a long-standing demand of the local populace.
The newly established districts are Nubra, Sham, Changthang, Zanskar, and Drass. Prior to this development, the Union Territory was comprised solely of the Leh and Kargil districts.
In a statement released via X (formerly Twitter), Lieutenant Governor Saxena emphasized that the decision aligns with Prime Minister Narendra Modi’s vision for a "developed and prosperous Ladakh." The restructuring follows an initial approval granted by the Ministry of Home Affairs in August 2024, under the direction of Union Home Minister Amit Shah.
Strategic Governance and Development
According to the Lieutenant Governor, the primary objectives of this expansion include:
Strengthening Grassroots Governance: By decentralizing administration, the government aims to bring the decision-making process closer to the citizens.
Enhanced Service Delivery: The new administrative boundaries are expected to ensure the faster and more efficient delivery of public services, particularly in the region's most remote and far-flung areas.
Economic Growth: The move is anticipated to unlock fresh opportunities for employment, entrepreneurship, and regional infrastructure development.
Historical Context
This administrative reorganization is one of the most significant developments since the August 2019 revocation of Article 370. That landmark legislative action led to the reorganization of the erstwhile state of Jammu and Kashmir into two distinct Union Territories: Jammu & Kashmir and Ladakh.
Reaffirming his administration's commitment to the region, LG Saxena stated that every effort will be made to ensure that the "transformative decision" yields tangible benefits for every citizen across the newly defined districts.
