Following the dramatic collapse of the Constitution (131st Amendment) Bill in the Lok Sabha, Prime Minister Narendra Modi addressed the nation on Saturday, framing the development as a moment of “moral reckoning” in Indian politics.
In a rare and emotionally charged speech, the Prime Minister went beyond procedural arguments to issue a public apology to the women of India, while sharply criticising Opposition parties for what he described as a celebration of a setback to women’s empowerment.
‘I Seek Forgiveness from Women of the Country’
Expressing regret over the outcome, Modi said, “I seek forgiveness from all women of the country. Every citizen of India is witnessing how the dreams of our women have been crushed.”
He emphasised that the government had prioritised national interest, but alleged that Opposition parties placed political considerations above the welfare of the country and its women.
Sharp Attack on Opposition Conduct
The Prime Minister strongly condemned the Opposition’s reaction inside Parliament, describing it as an affront to women’s dignity.
“What happened in Parliament was not merely desk-thumping, but an attack on the dignity and self-respect of women,” he said. “A woman may forget many things, but she never forgets her insult.”
He further asserted that the conduct of parties such as the Indian National Congress, Dravida Munnetra Kazhagam, Trinamool Congress, and Samajwadi Party would remain etched in public memory.
‘Political Foeticide’ and Dynastic Politics Allegations
In one of his strongest remarks, Modi accused the Opposition of committing “political foeticide” by blocking the legislation, which he described as an effort to ensure equitable representation for all states.
“This was an honest attempt to strengthen the voice of every state—big or small—but it was destroyed in full public view,” he said.
He also criticised what he termed the “parasitic” nature of dynastic politics, alleging that certain parties survive by leveraging regional alliances while preventing those allies from growing stronger.
Women’s Reservation at the Centre of Debate
Referring to the proposed Nari Shakti Vandan Adhiniyam, the Prime Minister reiterated that the measure was intended to expand opportunities rather than take them away.
“The legislation was not about depriving anyone; it was about empowering everyone,” he said, adding that it aimed to ensure balanced and inclusive representation across the country.
Warning of Political Consequences
Modi warned that the Opposition could face electoral repercussions for opposing the bill.
“The women of the 21st century are watching closely. They understand intentions and can discern the truth. The sin committed by opposing women’s reservation will not go unpunished,” he said.
He further accused the Opposition of misleading the public and failing to rise above political considerations to support a transformative reform.
‘Missed Opportunity to Create History’
Concluding his remarks, the Prime Minister said he had hoped the Congress would correct its historical stance on women’s reservation but had instead “missed an opportunity to create history.”
He criticised what he described as a longstanding “negative approach” in governance and accused the party of fostering divisions, including narratives around regional disparities.
