Federal Authorities Launch Major Dallas-Centric Crackdown Targeting H-1B Visa Fraud and Shell Companies

DALLAS — U.S. federal law enforcement agencies have launched a sweeping, multi-agency enforcement operation centered in Dallas, targeting what officials describe as systematic misuse and widespread fraud within the H-1B specialty occupation visa program.

The coordinated crackdown, spearheaded by Immigration and Customs Enforcement (ICE) alongside the Department of Labor and federal prosecutors, specifically targets fraudulent shell companies and third-party consulting firms accused of manipulating the immigration system. Investigators say these entities have routinely exploited regulatory loopholes by inflating wage levels, fabricating position requirements, and submitting fraudulent applications to stockpile visas for foreign workers who are then farmed out to corporate clients.

"The integrity of our legal immigration system is paramount," federal investigators noted in a joint operational briefing. "The systemic exploitation of the H-1B program by bad actors not only undermines fair labor practices and disadvantages compliant American and immigrant workers alike, but it also creates severe vulnerabilities in national security and economic fairness."

The operation follows months of intelligence gathering centered around North Texas, a major hub for technology consulting and outsourcing firms. Authorities have served multiple search warrants on commercial properties and residential addresses linked to suspected fraudulent networks. Investigators are looking closely at schemes involving "wholesaling" workers—where consulting agencies act as intermediaries, artificially driving down prevailing wages and undercutting standard market rates.

Industry watchdogs and legal experts have long warned about vulnerabilities in the third-party placement model of the H-1B framework, where oversight becomes difficult once workers are deployed off-site to client companies.

Federal prosecutors expect to announce a series of indictments as the sweep widens, signaling a aggressive tightening of oversight on employment-based immigration categories.
