NEW DELHI — The central government has expanded the categories of personnel eligible for appointment as enumerators for India’s Census 2027, allowing teachers from private educational institutions and employees of a wider range of organisations to take part in the nationwide exercise.
The change follows an amendment to the Census Rules, 1990, notified by the Ministry of Home Affairs on October 16.
Under the revised rules, teachers from government-run, local authority, aided and unaided private educational institutions, including those managed by societies and trusts, can be appointed as enumerators.
The revised rules also permit the appointment of clerks and officials from central and state governments, local authorities, public sector undertakings, statutory bodies, banks, companies, institutions, societies and trusts. State governments and Union Territory administrations may also appoint other individuals they consider suitable for the work.
The expansion broadens the pool of personnel available for the large-scale data collection exercise. The appointment of private-school teachers for census duties has also faced a legal challenge in the Punjab and Haryana High Court.
India’s 2027 Census will be the country’s 16th census and the eighth since Independence. It will be conducted in two phases: house-listing and housing census, followed by population enumeration. The exercise will use digital data collection, and caste data will also be collected during the population enumeration phase.
The Union Cabinet has approved ₹11,718.24 crore for the census, which is expected to involve around 30 lakh field personnel across the country.
