General John Allen - a retired general who served in key leadership roles in the U.S. Central Command and now serves as head of the Brookings Institutions, one of the premium think tanks in Washington - was a lobbyist for the Qatari government and lied about his role.
The news report is based on a lawsuit filed by the Federal Bureau of Investigation in court about the role Alan played in his retirement from military service in 2017 and when he did not join Brookings.
Alan collaborated with Richard Olson, the former U.S. ambassador to Pakistan, and Imad Zuberi, a Pakistani-American venture capitalist and political fundraiser who is serving a prison sentence for falsifying documents to conceal his work as a foreign agent while lobbying U.S. government officials.
The former general did not receive any fees, defended U.S. interests, and voluntarily participated in the investigation. U.S. law requires lobbyists to register with the Foreign Agents Registration Act for foreign governments, which Allen has not done.
