Weeks after not allowing a child with a special disability to board an Indigo flight, days after the aviation watchdog was fined Rs 5 lakh for the airline's misconduct, the regulator issued new orders.
A senior Directorate General of Civil Aviation (DGCA) official said the move was to ensure that people with special disabilities are not misunderstood by airlines as being "unregulated". The service of the aircraft is interrupted in accordance with the Civil Aviation Requirement (CAR) rules issued in 2017.
The DGCA Notification amends Section 3, Series M, Part I of the CAR, which now states: “The airline shall not deny any person travel on the basis of disability. However, if an airline realizes that the health of such a passenger is likely to deteriorate on board the aircraft, a doctor should examine the passenger to determine if he or she is in good health and fit to fly. After obtaining a medical opinion, the airline will take the appropriate call.
Indigo claimed that the child was in a state of panic over the May 7 incident and was therefore denied permission to board the Ranchi-Hyderabad flight. "In line with safety guidelines, airport staff were forced to make a difficult decision on whether to carry the commotion inside the plane," Indigo said at the time, while its ground staff waited for the child to calm down.
