IRELAND: Three electricity credits per household in the next six months; Moratorium on disconnection declared

Dublin: The cabinet has approved a plan to provide three electricity credits to each household in the next six months. Credits of €200 are expected to be issued in November, January and March.


However Public Expenditure Minister Michael McGrath said the government needed to ensure energy credit payments were implemented "smoothly". The bottom line, he said, was that many government departments were working to work out "exactly what Ireland will gain" from the extra income from decisions taken at EU level last week, and that there was still some work to be done to accurately reduce the amount of income Ireland and other member states could receive, which pledged to use the extra income to support businesses and households in the coming months. .

Various organizations have called on the government to ensure that everyone gets equal treatment under the €600 electricity credit scheme. A significant number of people have not received the €200 credit earlier this year. The government has looked at ways to ensure that local bodies get the full benefit of the credit they pay for electricity. The Taoiseach says the Government is considering how to help certain groups outside the framework of energy credit.

While all electricity consumers will benefit from government electricity credits recently announced in the Budget, additional credits for PAYG consumers will require more subsidization or access to a market-based credit system.

Consumer protection measures include an extended disconnection moratorium for all domestic consumers from mid-December to mid-January. On Sunday, the Taoiseach said the government would guarantee no power cuts this winter. Meanwhile, the government continues to work to ensure people are not cut off on pre-pay energy plans.

The "emergency credit" on all pre-pay meters when the money runs out has been increased from €10 to €20, and the credit has increased since October 1. Paid meters are used more often than believed. The number of people using pay meters is much higher than previously known.

Metering systems cannot provide the granularity of data necessary to identify the reason why certain meters are not topped up or the group of customers. The Commission for Regulation of Utilities has informed the department that it will be difficult to provide any additional credits to paying customers because metering systems cannot provide data to identify these people.
