Martin told the Dáil that the issue was still under consideration by the government but that more homes would ultimately need to be built to solve the problem.
He was reacting to Sinn Féin's Matt Carthy, who demanded that a prohibition on winter evictions be implemented this season.
Carthy cited Focus Ireland's annual report on housing, which was just released today and claims that the Government is not doing enough to address the homelessness situation.
Carthy stated that "within a month or two, unless something serious changes, we will meet and exceed the sad milestone of an official homelessness statistic of 11,000 individuals," referring to the record number of homeless persons in Ireland that was recorded last month.
"The number of homeless people is out of control. The Taoiseach and the government must deliver an emergency response.”
The Taoiseach stated that the Government has a range of thorough solutions and that it is "extremely, very worried" about the rise in homelessness.
Homelessness is "different from what we might have traditionally considered it to be" in contemporary Ireland, the speaker claimed.
The presentations that are made to the emergency accommodation sector on a monthly basis "are always changing dynamically, adding pressure over time."
The Taoiseach claimed that "quite significant provisions" had already been put in place to prevent any evictions, including legislation that would lengthen the notice period for leases of three years or fewer.
He claimed that the Covid-19 pandemic "circumstances occurred during Covid which merited such a winter eviction prohibition," but he claimed it's "not the solution." The government established a temporary winter eviction ban, he claimed.
To ensure that there has been a sizable supply into the rental market, which is a worry, other policy issues must also be evaluated in that context. Which is a problem because there are fewer properties available for rent now than there were in 2017, which makes it difficult to rent out more homes to tenants.
The government "must draw inferences from that in terms of why people are exiting the rental market as landlords or small landlords and retaining the position of people or houses available," he continued, noting that there has been a persistent declining trend.
"We must construct more homes," In response, Carthy stated, "Of course, a prohibition on evictions isn't the answer to the housing situation. Building homes is the answer to the housing shortage, but he encouraged the Taoiseach to apply the moratorium "as a matter of utmost urgency."
The housing minister is considering the issue, according to Martin, but "more fundamentally, we need to create more houses."
According to him, the government is building more homes and will meet its goal for the total number of homes built this year.
