Debate Intensifies as Government Introduces 'One Nation, One Election' Bill in Lok Sabha

Union Law Minister Arjun Ram Meghwal introduced two constitutional amendment bills in the Lok Sabha on Tuesday, marking a significant step toward implementing simultaneous elections for the Lok Sabha and state assemblies. The Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024, and the Union Territories Laws (Amendment) Bill, 2024, were presented amidst heated debate and strong opposition.


Following an initial discussion, the Opposition called for a division of votes on the motion to introduce the bills. The motion was passed with 269 members voting in favor and 198 against. The bills are expected to be referred to a joint parliamentary committee for further review.

Opposition's Sharp Criticism

The proposed legislation sparked strong reactions from opposition parties, including the Congress, Samajwadi Party (SP), and Trinamool Congress (TMC).

Congress MP Manish Tewari voiced concerns, calling the bills an assault on the Constitution’s basic structure doctrine. He urged the government to withdraw the proposals, stating, “The introduction and consideration of these bills are beyond the legislative competence of this House.”

Samajwadi Party MP Dharmendra Yadav labeled the move as an attempt to undermine democracy and impose “dictatorship.” He argued that the bills contradict the Constitution’s foundational principles, adding, “No one is more learned than the makers of our Constitution, and this move undermines their vision.”

TMC MP Kalyan Banerjee criticized the bills as a pursuit of a singular political agenda. He argued, “This bill hits at the basic structure of the Constitution itself. The state governments and legislative assemblies are not subordinate to the central government or Parliament.”

Key Provisions of the 'One Nation, One Election' Bill

According to the Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024, simultaneous elections will be held for the Lok Sabha and all state legislative assemblies. Key features of the bill include:

Mid-term Elections: If the Lok Sabha or a state assembly is dissolved prematurely, mid-term elections will only cover the remaining tenure of that legislature.

Tenure Synchronization: The tenure of the Lok Sabha and all legislative assemblies elected after the “appointed date” will be synchronized, ending simultaneously.

Amendments Proposed: The bill proposes adding Article 82(A) and amending Articles 83, 172, and 327 to facilitate simultaneous elections.

Implementation Timeline: The provisions will come into effect after the next Lok Sabha elections in 2029, with the first simultaneous elections scheduled for 2034.

Political and Public Reactions

The proposal to align elections has been a longstanding feature of the Bharatiya Janata Party’s political agenda and was included in its 2024 election manifesto. Prime Minister Narendra Modi has strongly endorsed the initiative, emphasizing its potential to reduce electoral costs and improve governance efficiency.

However, critics argue that simultaneous elections could weaken democratic accountability by centralizing power and reducing the frequency of electoral feedback mechanisms. Congress MP Jairam Ramesh has demanded that the bill be sent to a Joint Parliamentary Committee for deeper scrutiny.

The introduction of the 'One Nation, One Election' bill has reignited debates over the balance between electoral efficiency and democratic values. Proponents view it as a transformative reform to streamline governance, while opponents see it as a potential threat to federalism and the Constitution's foundational principles.
