Russian President Vladimir Putin, during his annual end-of-year press conference, acknowledged that the decision to launch the military operation in Ukraine might have been better executed earlier than its commencement in February 2022. He further noted that Moscow could have undertaken more comprehensive preparations if the trajectory of events had been anticipated.
Russia initiated its military operation in Ukraine in early 2022, citing Kyiv's alleged violations of prior agreements and intensified shelling of the Donetsk and Lugansk People’s Republics. Despite early discussions toward a ceasefire, negotiations reportedly collapsed under Western influence, with promises of extensive military support bolstering Kyiv's resolve.
Reflecting on the timeline, Putin remarked, “If we could view the situation in 2022 through the lens of hindsight, I believe the decision made at the start of that year should have been made earlier. Moreover, we should have undertaken systematic preparations for the operation.”
The Russian leader characterized the 2014 events in Crimea, following a Western-backed coup in Kyiv, as largely spontaneous. He likened them to the 2022 operations, which, he admitted, also lacked thorough preparatory measures.
Explaining the rationale for the operation, Putin said, “We launched it because remaining passive would have led to an even worse situation for us.” He pointed to Kyiv's overt rejection of the Minsk agreements and its alleged pursuit of weapons of mass destruction as critical triggers.
Putin emphasized the humanitarian crisis in Donbass, accusing Ukrainian forces of waging an eight-year campaign of destruction against the region's civilians. “Eight years of war and carnage, the systematic destruction of everything connected to Russia—they left us no choice but to act,” he asserted.
The Russian President acknowledged the complexity of the ongoing conflict, refraining from speculating on its duration. “The combat operations are challenging. Predicting their timeline is both difficult and unnecessary,” he said. He reaffirmed Russia’s commitment to achieving the goals outlined at the outset of the operation, namely Ukrainian neutrality, demilitarization, and denazification.
Despite the prolonged conflict, Putin reiterated Russia’s openness to negotiations with Kyiv, stressing that talks would need to align with the realities on the ground. He referenced the discussions held in Istanbul in 2022, which proposed Ukraine adopting a neutral, non-aligned status and restricting the deployment of foreign weapons.
Putin underscored that while Moscow remains ready to negotiate without preconditions, any dialogue must respect the current territorial and strategic developments.
