Islamabad: The Inter-Services Public Relations (ISPR) announced on Thursday that the mercy petitions of 19 convicts involved in the May 9 cases have been accepted on humanitarian grounds. This decision comes amidst the ongoing legal proceedings for those sentenced in connection with the 2023 nationwide riots.
Context of the Sentences
Less than a month ago, military courts sentenced 85 civilians for their involvement in the May 9 riots. On December 21, the ISPR reported that 25 individuals received prison terms, followed a week later by another 60 civilians sentenced to jail terms ranging from two to 10 years. These actions were part of a broader response to the civil unrest that occurred across the country.
Mercy Petitions Overview
According to the ISPR statement, "Sequel to the promulgation of punishments to 9th May Tragedy convicts, they have exercised their right to appeal and have asked for mercy/remission in their punishments." A total of 67 convicts submitted mercy petitions. Of these, 48 have been forwarded to Courts of Appeal, while 19 petitions have been approved on humanitarian grounds under the law.
The ISPR further clarified that the remaining petitions are under review and will be resolved in accordance with the legal process. Those whose petitions have been accepted will be released after completing procedural formalities.
Upholding Justice with Compassion
The statement emphasized that all convicts retain the right to appeal and pursue other legal remedies as provided by the law and the constitution. "The remission of punishments is a testament to the strength of due process and fairness, which ensures that justice is served while also taking into account the principles of compassion and mercy," the ISPR noted.
This is not the first instance of clemency being granted in relation to the May 9 cases. In April 2024, the release of 20 convicts was similarly facilitated on humanitarian grounds, demonstrating a consistent application of compassion within the framework of justice.
