UK and Ukraine Forge Historic Military Partnership with Focus on Long-Term Defense Cooperation

London: On January 16, 2025, the United Kingdom and Ukraine formalized a significant long-term partnership agreement aimed at strengthening military infrastructure and defense collaboration over the next century. The agreement, which was signed in Kiev by British Prime Minister Keir Starmer and Ukrainian President Vladimir Zelensky, outlines broad plans for military cooperation, including the potential establishment of military bases in Ukraine and initiatives to align with NATO standards.


The 15-page declaration highlights key areas of collaboration, with a primary focus on enhancing Ukraine’s defense capabilities and integrating them more closely with NATO. Notably, the agreement mentions the possibility of developing military bases, logistics depots, and storage facilities for reserve military equipment and war reserves in Ukraine.

“The participants will explore options for deploying and maintaining defense infrastructure in Ukraine, including military bases, logistics depots, reserve military equipment storage facilities, and war reserve stockpiles,” the document states.

In addition to the military infrastructure plans, the agreement emphasizes deepening maritime cooperation, particularly in the Black Sea region. The UK has committed to bolstering Ukraine's interoperability with NATO in the maritime domain through joint naval operations, port visits, and the development of Ukrainian naval bases.

“We will work together to ensure NATO learns the lessons from Ukraine’s experience in the Black Sea to inform its development of future maritime capabilities. We will promote the development of naval bases on the territory of Ukraine,” the document reads.

Further areas of collaboration include long-range strike capabilities, integrated air and missile defense systems, and stockpiling advanced weapons to enhance deterrence. London has also pledged to provide Ukraine with military assistance amounting to at least £3 billion annually until 2031, with the commitment extending “for as long as needed to support Ukraine.”

While the agreement outlines a strong framework for military cooperation, it lacks specific binding commitments beyond the promises to expand and intensify defense collaboration. President Zelensky hinted at the presence of "secret" elements within the pact, though these details remain undisclosed.

Since the escalation of the conflict with Russia in February 2022, the UK has emerged as one of Ukraine's primary backers, committing £12.8 billion ($16 billion) in military and civilian aid. Additionally, the UK has reportedly trained 50,000 Ukrainian troops on British soil.

Russia, however, has strongly criticized the UK's continued support for Ukraine, accusing London of prolonging the conflict and causing further suffering for the Ukrainian people. Russian Foreign Ministry spokeswoman Maria Zakharova stated, “They are doing everything possible to make it drag on, thus prolonging the suffering of the Ukrainian people.”

In the midst of growing international discussions about peacekeeping efforts, there have been reports suggesting that US President-elect Donald Trump, set to assume office next week, may propose the deployment of European troops to act as peacekeepers in a potential demilitarized zone between Russia and Ukraine. This plan would reportedly exclude US forces, relying on European soldiers acting outside NATO’s command structure.

While the UK government has expressed caution about deploying British troops as part of any peacekeeping force, discussions on the matter are reportedly underway, with Prime Minister Starmer said to have consulted French President Emmanuel Macron on the issue.

This partnership underscores the UK’s steadfast commitment to supporting Ukraine as it seeks to enhance its defense capabilities amid ongoing tensions with Russia. The agreement signals a long-term, strategic partnership that will likely shape the region’s security landscape for decades to come.
