Omar Abdullah on Article 370 Abrogation: Notes Decline in Separatist Activity Since 2019

Jammu and Kashmir Chief Minister Omar Abdullah, speaking at News18’s ‘Diamond States Summit,’ addressed the impact of the abrogation of Article 370 on the region. He acknowledged that since the revocation of the article in 2019, there has been a noticeable decline in separatist activity, contributing to an overall improvement in the security situation.

Security Reforms and Changing Dynamics

During his address, Abdullah highlighted a significant shift in the security landscape, citing developments such as the provision of CRPF protection to Hurriyat Chairman Mirwaiz Umar Farooq. Previously, such an arrangement was considered highly unlikely. However, on February 21, the central government decided to enhance Farooq’s security after assessing an increased threat perception, particularly following his visit to New Delhi.

During his trip to the capital, Farooq submitted a memorandum to the Joint Parliamentary Committee on the Waqf (Amendment) Bill and engaged in discussions with a Kashmiri Pandit delegation. According to sources, CRPF personnel specially trained in close protection have now been assigned to his security detail.

Abrogation of Article 370: A Defining Moment

The revocation of Jammu and Kashmir’s special status under Article 370 marked a historic shift in India’s constitutional and administrative framework. On August 5, 2019, the Union Government, led by Home Minister Amit Shah, announced the repeal of Article 370, thereby revoking the special privileges granted to Jammu and Kashmir. This move was formalized through a Presidential Ordinance, which also repealed Article 35A.

Further restructuring of the region followed with the passage of the Jammu and Kashmir Reorganisation Bill in the Rajya Sabha. The legislation led to the bifurcation of the former state into two Union Territories—Jammu & Kashmir and Ladakh—bringing significant changes to its governance structure.

As Jammu and Kashmir continues its transition under the new framework, the government maintains that these measures have contributed to an improvement in stability and security, a perspective echoed by Chief Minister Omar Abdullah in his remarks at the summit.
