PM Modi’s Visit to Mauritius: Strengthening Historic Ties and Strategic Cooperation

 Indian Prime Minister Narendra Modi embarked on a two-day official visit to Mauritius, where he attended the island nation’s 57th National Day celebrations. His visit underscores the deep-rooted historical ties, economic partnerships, and strategic cooperation between the two nations.

A Legacy of Shared History

The historical connection between India and Mauritius dates back to 1834, when the British transported Indian laborers to work on the island’s sugar plantations. Over the centuries, these Indian migrants became an integral part of Mauritius, shaping its demographics, culture, and political landscape. Today, 70% of the Mauritian population is of Indian origin, with languages like Bhojpuri, Tamil, Telugu, Hindi, and Urdu widely spoken.

Diplomatic and Cultural Engagement

Upon arrival in Port Louis, Prime Minister Modi received a Guard of Honor and was greeted with traditional songs. He later met with Mauritian President Prithvirajsing Roopun and gifted him Ganga Jal (holy water from the Ganges), a symbolic gesture of cultural and spiritual ties. He also presented Makhana (fox nuts) from Bihar, while First Lady Sayukta Roopun was gifted a Banarasi saree, emphasizing India’s rich textile heritage.

In recognition of his contributions to India-Mauritius relations, Modi was conferred with Mauritius’ highest civilian award, becoming the first Indian leader to receive this honor.

Strategic Cooperation: Defense and Security

India and Mauritius have a long-standing defense partnership, dating back to 1974, when the two nations signed a security agreement. India has consistently acted as a security guarantor for Mauritius, providing military support and intelligence collaboration.

One notable instance was Operation Lal Dora in 1983, when then Prime Minister Indira Gandhi reportedly ordered a covert operation to counter an attempted coup by the Mauritian Militant Movement (MMM). Though never officially confirmed, the operation is believed to have stabilized the Mauritian government.

Additionally, India has backed Mauritius in its sovereignty claims over the Chagos Archipelago, particularly Diego Garcia, which currently hosts a U.S. military base. In 2022, India supported Mauritius at international forums, leading to the UK’s decision to hand over the Chagos Islands to Mauritius.

Economic and Developmental Ties

Mauritius remains a major source of Foreign Direct Investment (FDI) in India, while India has invested over $1.1 billion in Mauritian infrastructure and development projects, including metro networks and disaster relief initiatives.

India also plays a key role in Mauritius’ national security, with the National Security Advisor (NSA) of Mauritius traditionally being an Indian official. This arrangement reinforces India’s influence in the Indian Ocean region, countering China’s growing footprint.

Space and Technological Collaboration

Beyond terrestrial partnerships, India and Mauritius are also collaborating in space exploration. Since 1986, the Indian Space Research Organisation (ISRO) has operated a satellite tracking station in Mauritius, which aids in India’s deep-space missions.

Countering China’s Influence in the Indian Ocean

With China expanding its maritime presence, India has strategically strengthened its footprint in the Agaléga Islands, located 1,100 km north of Mauritius. Recent Indian investments in airstrips and naval facilities signal a concerted effort to bolster regional security in partnership with Mauritius.

A Relationship Rooted in History, Strengthened by Strategy

Prime Minister Modi’s visit to Mauritius is more than a diplomatic engagement—it is a testament to the deep historical ties, strategic collaboration, and shared aspirations of both nations. As India and Mauritius continue to strengthen their partnership across defense, economy, and technology, this visit marks the beginning of a new chapter in Indo-Mauritian relations—one that is built on trust, cooperation, and a shared vision for the future.
