FBI Arrests Notorious Gangster-Turned-Terrorist Harpreet Singh, Citing Ties to ISI and Babbar Khalsa

 SACRAMENTO/NEW DELHI, April 18, 2025:The Federal Bureau of Investigation (FBI), in collaboration with U.S. Immigration and Customs Enforcement's Enforcement and Removal Operations (ERO), has arrested fugitive Harpreet Singh, alias Happy Passia, in Sacramento, California. The arrest marks a significant development in an ongoing international investigation into transnational terrorism with alleged links to Pakistan’s Inter-Services Intelligence (ISI) and the pro-Khalistan terrorist outfit, Babbar Khalsa International (BKI).

According to an official FBI statement, Harpreet Singh is accused of collaborating with both ISI and BKI in orchestrating multiple acts of terrorism in India. The agency stated that Singh entered the United States illegally and had been evading law enforcement using encrypted communication tools and untraceable burner phones.

“Singh is suspected to have collaborated with Pakistan’s Inter-Services Intelligence (ISI) and the Khalistani terrorist group Babbar Khalsa International (BKI). He had been evading capture by using untraceable burner phones and encrypted applications,” the FBI confirmed in a statement posted on social media platform X.

The FBI emphasized the significance of international intelligence-sharing in apprehending fugitives involved in global security threats. “This case reinforces the importance of international cooperation in apprehending those who threaten global security,” the statement read, noting that its legal attaché office in New Delhi played a critical role in flagging Singh’s terror links to U.S. authorities.

Wanted in India for Multiple Terror Offenses

Singh, a native of Punjab, has a long criminal history in India, where he is wanted in connection with at least 16 terror-related incidents. India's National Investigation Agency (NIA) had announced a ₹5 lakh cash reward for information leading to his arrest earlier this year. Among the most serious cases is the October 1, 2024, grenade attack on a residence in Chandigarh’s Sector 10/D, reportedly targeting a retired senior Punjab Police officer.

Links to Pakistan-Based Terrorist Rinda

Harpreet Singh has also been named as a close associate of Pakistan-based designated terrorist Harwinder Singh Sandhu, alias Rinda. The two, along with two others, were formally charged in the Chandigarh grenade attack case. Investigations revealed that Singh supplied explosives, weapons, and logistical support for the operation via his network of local operatives in Punjab.

A police dossier indicates that Singh has 33 First Information Reports (FIRs) filed against him across various jurisdictions and is the subject of 10 Lookout Circulars (LOCs). Authorities have characterized him as a key operative facilitating the activities of cross-border terror modules from within Indian territory.

Singh’s arrest is being viewed as a significant success in the global fight against terrorism, particularly in disrupting the operational capabilities of Khalistani networks backed by Pakistani intelligence agencies. Indian authorities are expected to initiate extradition proceedings in the coming days.
