Japan Unveils New Missile System Amid Rising Tensions in the Pacific

The Pacific Ocean is no longer as calm as it once seemed. Amid growing Chinese naval assertiveness, Japan—a key strategic partner of India—has taken a bold step to reinforce its maritime security. The deployment of two Chinese aircraft carriers in the Pacific simultaneously has deeply alarmed Tokyo, marking the first such move by Beijing, according to Japan’s Ministry of Defense. Japan views this development as a clear display of China’s expanding maritime capabilities.


Coupled with frequent Chinese military drills and territorial claims in the South China Sea, the latest maneuvers have heightened Japan’s concerns over regional security. While China has downplayed its actions as routine military operations, Japan perceives them as a serious threat—one that warrants a decisive response.

In a significant shift from its post-World War II defense posture, Japan has begun deploying advanced weapons systems to secure its territorial waters. Central to this transformation is the unveiling of the Type 12 Surface-to-Ship Missile (12SSM) system—hailed as a game-changer in coastal defense.

Historic Shift in Japan’s Defense Policy

For decades following World War II, Japan maintained a strictly defensive military policy, devoid of “counterstrike capabilities.” However, growing threats from China and North Korea have prompted a major strategic recalibration. In 2022, Japan revised its National Security Strategy to formally incorporate counterstrike capabilities into its defense doctrine. The development and deployment of systems like the Type 12 missile are direct outcomes of this policy shift.

The Type 12 Missile System: A New Era of Coastal Defense

During the recent Fuji Firepower Exercise held in Shizuoka Prefecture, Japan publicly showcased the upgraded Type 12 (12SSM) Coastal Defense Missile System for the first time. Developed by the Japan Ground Self-Defense Force (JGSDF), the system is designed to detect, track, and destroy enemy vessels approaching Japanese territorial waters.

Key Features:

  • Extended Range: With a striking range of up to 1,000 kilometers, the Type 12 far outperforms its predecessors in both precision and lethality.

  • Independent Operation: Capable of launching attacks on distant naval targets without relying on warships or aircraft, the system enhances Japan's deterrence posture.

  • High Mobility & Stealth: Mounted on an 8×8 high-mobility chassis, the system features a canisterized launcher with eight rectangular tubes and a low radar signature design, making it difficult for adversaries to detect and intercept.

  • Advanced Targeting: Equipped with modern sensors and long-range precision-guided missiles, the system can be deployed across both mainland coastal areas and remote islands, enabling flexible strategic deployment.

This mobile coastal defense system is engineered specifically to engage enemy warships and offshore installations—an integral component of Japan’s new counterstrike doctrine. Its initial test launch was conducted last year on the remote island of Niijima, south of Tokyo. Given China's increasing military assertiveness, full-scale production of the Type 12 missile system began in fiscal year 2023.

By showcasing the Type 12 missile system, Japan has sent a clear message: it is prepared to counter regional threats with advanced military readiness.
