Ottawa/New Delhi, September 17, 2025 – Indian diplomats in Canada are facing renewed threats after the banned Khalistani separatist organisation Sikhs for Justice (SFJ) announced plans to stage a “siege” of the Indian Consulate in Vancouver on September 18.
A poster released by the outfit depicts India’s High Commissioner to Ottawa, Dinesh Patnaik, with a target superimposed on his face, alongside a warning urging Indo-Canadians to stay away from the consulate premises.
The threat follows the release of a Canadian government report that explicitly acknowledged the presence and foreign funding of Khalistani extremist groups operating within the country.
Canada’s Terror Financing Report Flags Khalistani Links
The report, titled “2025 Assessment of Money Laundering and Terrorist Financing Risks in Canada,” highlights the activities of groups such as Babbar Khalsa International and the International Sikh Youth Federation. Both are listed terrorist organisations under Canada’s Criminal Code and have long been associated with violent separatist activity.
According to the assessment, Khalistani groups continue to pursue “violent means to establish an independent state within Punjab, India,” and are suspected of raising funds through diaspora networks in Canada and other countries. While once extensive, their fundraising infrastructure now operates through smaller, decentralised clusters of loyal supporters.
Exploiting Charitable Networks
The report further details the financing methods of extremist organisations, noting that many rely on the misuse of non-profit organisations (NPOs). It cites the exploitation of the charitable sector as a “prominent financing method” for groups including Hamas and Hezbollah, with Khalistani outfits also accused of tapping diaspora-based non-profits to channel donations.
At the same time, Canadian authorities stressed that the vast majority of NPOs in the country pose little to no risk of money laundering or terror financing, with only a small subset considered vulnerable to abuse.
Rising Diplomatic Concerns
The SFJ’s latest threat comes at a time of heightened strain in India–Canada relations, with New Delhi repeatedly urging Ottawa to take stronger action against Khalistani extremist activity. The public targeting of India’s envoy, paired with official Canadian acknowledgment of terror financing networks, is expected to further complicate already fragile bilateral ties.
