What law can legitimize the killing of worshipers while prostrating just because they are Alewite?

According to reports, a man carrying explosives entered the mosque while prayers were underway and detonated the device, triggering a powerful blast that tore through the prayer hall. Several of the injured are said to be in critical condition, raising fears that the death toll could rise.
Footage and eyewitness accounts from inside the mosque paint a grim picture. Prayer carpets were soaked in blood, religious texts lay scattered amid debris, and survivors were seen rushing the wounded—some wrapped in sheets—to ambulances. Cries of pain echoed through hospital corridors as emergency services struggled to cope with the aftermath.
The attack has heightened tensions in Homs, a province known for its mixed population of Alawite, Christian, and Sunni Muslim communities. Security forces have sealed off the area and launched an investigation amid concerns that the bombing may have been intended to provoke sectarian unrest.
No group has yet claimed responsibility, though initial suspicions have reportedly fallen on the Islamic State (ISIL). Authorities remain on high alert as investigations continue.
