Diplomatic Crisis: India Negotiates Safe Passage for Merchant Vessels Amid Strait of Hormuz Standoff

NEW DELHI – The Indian government is currently engaged in high-level diplomatic outreach with Iranian authorities to secure the safe passage of nearly 30 Indian-flagged merchant vessels currently stranded in the vicinity of the Strait of Hormuz.


This critical maritime corridor, which accounts for approximately 20% of global oil and gas shipments, has effectively shuttered to commercial traffic following a sharp escalation in regional hostilities involving Iran, Israel, and the United States.

​Strategic Maritime Impasse

​The situation has reached a critical juncture, with reports indicating that no Indian-flagged commercial tankers have been permitted to transit the strait over the past five days. The maritime blockage follows a series of targeted attacks on tankers and bulk carriers in the Persian Gulf, resulting in a tragic human toll: three Indian seafarers have been confirmed killed, one remains missing, and several others have sustained injuries.

​Government officials confirmed the scale of the logistical challenge during an inter-ministerial briefing:

  • Vessels West of the Strait: 24 Indian-flagged ships, carrying 677 crew members.
  • Vessels East of the Strait: 4 Indian-flagged ships, carrying 101 crew members.

  • Foreign-Flagged Involvement: 78 Indian crew members are currently serving on international vessels affected by recent maritime incidents.

​High-Level Diplomatic Engagement

​External Affairs Minister S. Jaishankar has prioritized this crisis, conducting three separate dialogues with his Iranian counterpart since late February. The most recent consultation, held on March 10, focused exclusively on maritime security, the protection of Indian crews, and the stability of national energy supplies.

​While India has publicly denounced the targeting of civilian vessels—specifically citing a recent attack on a Thai-flagged tanker bound for Gujarat—Tehran maintains that current disruptions are a direct consequence of "destabilizing aggression" by U.S. and Israeli forces.

​National Repatriation Efforts

​Beyond the maritime theater, the Indian government is addressing the security of its citizens residing within Iran. An estimated 9,000 Indian nationals—comprising students, professionals, pilgrims, and businesspeople—are currently in the country. New Delhi is actively facilitating evacuation routes, including assistance with visas and land border crossings into Azerbaijan and Armenia for those seeking to return home.

​As shipping ministries continue to monitor the status of stranded crews, the broader international community remains on high alert.
