Detention of Ukrainian Nationals in Mizoram Triggers Diplomatic Friction with India

A sensitive diplomatic situation has emerged in India’s northeast after six Ukrainian nationals were detained by the National Investigation Agency in connection with an investigation into alleged unauthorised entry into the border state of Mizoram and possible illegal crossings into neighbouring Myanmar.

The six Ukrainian citizens were apprehended during a coordinated operation conducted across several major transport hubs, including New Delhi and Lucknow. In a related development, a seventh individual—an American national identified as Matthew VanDyke—was detained at Kolkata airport.

Authorities have invoked provisions under the Foreigners Act and the Unlawful Activities (Prevention) Act, citing alleged violations related to restricted travel and potential contact with armed groups operating across the border.

Mizoram, where the group is believed to have travelled, is a strategically sensitive frontier state sharing a 510-kilometre border with Myanmar. Entry for foreign nationals into the region is strictly regulated under the Restricted Area Permit (RAP) system. Indian authorities allege that the individuals bypassed these mandatory permits and may have engaged in “unlawful contact” with ethnic armed groups in Myanmar, including the alleged provision of training and equipment such as drones.

The government of Ukraine has responded by lodging a formal diplomatic protest. Ukraine’s ambassador to India, Oleksandr Polishchuk, submitted a note of concern to the Ministry of External Affairs, raising procedural objections and denying any proven criminal intent on the part of the detained nationals.

Kyiv has also argued that the detentions may have violated provisions of the Vienna Convention on Consular Relations, claiming the Ukrainian embassy was not formally notified of the arrests in a timely manner.

In a statement, the Ukrainian Ministry of Foreign Affairs emphasised that there are currently “no established facts” confirming the group’s involvement in illegal activities. It also highlighted what it described as a systemic challenge in India’s border management: while certain regions require special permits, these areas are often not physically demarcated, potentially leading to unintentional violations by foreign travellers.

A further source of diplomatic tension has been media coverage of the case. Ukrainian officials have criticised what they describe as “distorted interpretations” circulating in both Indian and Russian media, arguing that some reports prematurely linked the detainees to “terrorist conspiracies” without substantiated evidence.

Legal proceedings are advancing rapidly. On March 16, a court hearing in New Delhi extended the detention of the individuals until March 27 to allow investigators additional time. Ukrainian embassy representatives attended the hearing but reportedly were not granted direct communication with the detainees.

Meanwhile, the United States Embassy in India has acknowledged the detention of the American citizen but declined to comment further, citing privacy protocols.

The seriousness of the allegations is closely linked to the volatile security environment along the India–Myanmar border. Since the Myanmar coup, the country has been engulfed in a prolonged conflict between the ruling military junta and multiple ethnic armed organisations. Indian authorities remain increasingly cautious about cross-border insurgency, refugee flows, and potential foreign involvement in the region.

With the investigative window currently open until March 27, Ukrainian diplomats say their immediate priority is securing full consular access to the detainees while ensuring their rights and well-being are protected during the legal process.
