Karnataka Considers Shift to Performance-Based Civil Service Evaluation Framework

Bengaluru: In a significant departure from traditional administrative practices, the Karnataka government is examining a proposal to transition from tenure-based assessments to a performance-driven evaluation system for its civil services.

The proposal, put forward by the Karnataka State Policy and Planning Commission, seeks to institutionalise a corporate-style appraisal framework through a proposed legislation titled the Karnataka Performance-Driven Governance and Civil Services Accountability Bill, 2026. The framework has been designed to operate within the constitutional safeguards governing public services.

Shift Towards Measurable Outcomes

At the core of the reform is the linking of career progression—including promotions and postings—to measurable performance indicators. These metrics are expected to be tracked through real-time data systems, alongside structured citizen feedback, signalling a move towards greater accountability in governance.

Under the proposed model, senior officials in Group A and B categories would be required to sign annual performance agreements. Approximately 30–40 per cent of their evaluation would be based on key performance indicators (KPIs), including speed of file disposal, grievance redressal efficiency, and adherence to project timelines. Citizen feedback is expected to carry a weightage of at least 20 per cent.

Addressing Transfers and Administrative Stability

The plan also seeks to tackle long-standing concerns over frequent transfers and political interference. It proposes fixed tenures of two to three years for key positions, supported by a transparent and digitally monitored transfer system aimed at ensuring stability and fairness in postings.

A member of the commission, Mohandas Hegde, underscored the philosophy behind the reform, stating that respect for bureaucracy should stem from performance rather than privilege, emphasising the importance of measurable governance outcomes.

Oversight and Structural Reforms

To ensure effective implementation, the proposal includes the establishment of a dedicated Karnataka Civil Services Accountability Authority. This body would oversee performance audits, flag administrative delays, and handle disciplinary matters. Additionally, a “deemed approval” mechanism has been suggested to expedite decision-making within defined timelines.

Lateral Entry and Incentive Structure

In a move to bring specialised expertise into governance, the commission has recommended lateral recruitment for up to 30 per cent of mid-level positions in sectors such as urban planning, digital governance, and climate policy. These appointments would be tenure-based and subject to periodic performance reviews.

The reform blueprint also outlines incentives for high-performing officials, including accelerated promotions and leadership opportunities, while persistent underperformance could attract adverse service records.

Phased Implementation

The rollout of the proposed framework is expected to be gradual, beginning with pilot projects in select departments within a year, followed by a statewide expansion over a three-to-five-year period. A dedicated performance unit within the Chief Minister’s Office is likely to oversee the implementation process.
