  • Public Data: Sources familiar with the matter noted that the 220 million voter files acquired by China are not confidential; political consultants routinely purchase this data, and it cannot be used to manipulate election outcomes. 
  • Incongruous Files: The declassified documents did not support claims of election infrastructure manipulation. One released CIA document focused entirely on Venezuela's election, while another stated that vote tabulation systems are "difficult to manipulate on a wide enough scale to compromise election results." 
  • China's Stance: A third declassified CIA document noted that Beijing "does not currently intend to covertly interfere" to sway election outcomes. The Chinese embassy in Washington also issued a response stating that China has never and will never interfere in US presidential elections.
