Global South Urgently Needs Greater Voice: India Presses for Overhaul of UN Security Council Architecture

NEW YORK — Stepping up its diplomatic outreach at global forums, India has renewed its push for a structural overhaul of the United Nations Security Council, arguing that the current permanent membership framework is outdated and fails to reflect contemporary geopolitical realities.


Addressing an open debate on working methods at UN headquarters, India's diplomatic mission emphasized that the foundational decision-making structure of the world body remains anchored to post-World War II dynamics. Highlighting that total UN membership has grown significantly since 1945, New Delhi stressed that the outcome of a single conflict nearly eight decades ago should not permanently dictate the composition and approaches of modern global governance.

A Call for Inclusive Expansion

India's intervention underscored the pressing necessity of expanding both permanent and non-permanent categories of the Security Council. According to statements from the Permanent Mission of India to the UN, any credible restructuring must prioritize meaningful representation for developing countries and regions within the Global South that currently lack permanent decision-making weight.
 
"The world of 1945 has changed beyond recognition... The outcome of one conflict 80 years ago cannot determine the composition, dynamics, approaches and working methods for perpetuity," representatives noted during the UN session.

Demanding Transparency and Text-Based Negotiations

Beyond expanding seat allocations, India called for text-based negotiations backed by clearly defined milestones and timelines to break long-standing deadlocks on reform. The discussions also touched upon critical operational issues, including:
 
* The Veto Issue: Advocating that broader structural reforms must encompass the exercise and distribution of veto powers.
 * Equitable Access: Insisting that non-permanent members and troop-contributing countries receive equal access to documentation and a direct voice in critical peacekeeping mandates.
 * Procedural Fairness: Urging that existing provisional rules of procedure should not serve as an artificial barrier to progressive institutional changes.

As international deliberations continue, India maintains that a more representative and balanced Security Council is essential to effectively navigate twenty-first-century geopolitical challenges and restore legitimacy to multilateral diplomacy.
