THIRUVANANTHAPURAM: The Kerala Legislative Assembly has passed a comprehensive Senior Citizens Bill, establishing a statutory framework to guarantee the care, security, and healthcare rights of the elderly across the state.
The legislation—the Keralam Senior Citizens (Care and Protection of Rights) Bill—addresses the acute demographic shift in Kerala, where rising life expectancy and youth migration have left a growing number of older citizens living alone.
Key Highlights of the Legislation:
- Legal Guarantee of Care: Mandates state-backed protection and welfare mechanisms, ensuring vulnerable and destitute seniors receive dedicated care and community support.
- Regulation of Elder-Care Centres: Introduces mandatory registration, standardized operational guidelines, and regular oversight for senior living homes and care facilities.
- Caregiver Certification: Sets up a formal framework for caregiver training, background verification, and certification to protect elderly residents from neglect and physical or financial abuse.
- Healthcare & Patient Autonomy: Incorporates advance care planning and safeguards for treatment preferences, alongside improved access to geriatric and palliative healthcare services.
With this enactment, the government aims to establish a model social security system that provides legal remedies, dignity, and structured institutional support for its ageing population.
