Prime minister, Modi's visit comes amid criticism that the Prime Minister did not come despite such a huge disaster in Kerala

Kerala: Even after a week after the Mundakai and Churalmala villages were swallowed by the mountain water, no senior members of the Union Cabinet came to the criticism. Only Union Ministers of State Shri.George Kurien and Shri.Suresh Gopi from Kerala reached the disaster-hit area.


Prime minister, Modi's visit comes amid criticism that the Prime Minister did not come despite such a huge disaster. With the arrival of Modi, Kerala is looking forward to whether the Wayanad disaster will be included in the L3 category and whether it will get more central assistance.

What are L3, L2, L1 and L0 categories? 
According to National Disaster Management (2005) guidelines, disasters are classified into 4 categories. L0, L1, L2, L3 etc.

Minor disasters that can be managed by the local government are generally included in the L0 category. Those to be managed at the district level are in the L1 category and those to be managed with state participation are in the L2 category. The L3 category includes major disasters that need to be resolved with the Centre's involvement.

A disaster of extreme severity is usually included in the L3 category. The technical term National Disaster is not specifically mentioned in the National Disaster Management Guidelines. So everyone is looking to include the Wayanad landslide disaster in the L3 category after the Prime Minister's visit.

The state government is also taking steps to include the disaster in the L3 category. A written request was made to the central government. If classified as L3, disaster victims will be included in the implemented rehabilitation package. The state's calculation is that it will become a helping hand for Wayanad which is in ruins.
