Berlin, March 5, 2025 – Germany has announced the suspension of new development aid to Rwanda and is reassessing its existing financial commitments in response to Rwanda’s alleged role in the ongoing conflict in the Democratic Republic of Congo (DRC).
The German Development Ministry confirmed that Rwanda was informed in advance of the decision and was urged to withdraw its support for the M23 rebel group, which has been making territorial gains in eastern Congo.
Allegations and Rwanda’s Response
The Congolese government, alongside United Nations experts and Western nations, has accused Rwanda of backing M23 rebels—a claim Kigali has consistently denied. Rwanda argues that its actions are defensive, aimed at countering ethnic Hutu-led militias operating in Congo, which it says pose a threat to Rwandan security.
In a statement issued late Tuesday, Rwanda’s Foreign Ministry condemned Germany’s decision, calling it “wrong and counterproductive.” The statement further criticized Berlin’s stance, arguing that countries with historical responsibility for regional instability should refrain from imposing “one-sided, coercive measures.”
Germany’s Aid Commitments to Rwanda
Germany had previously pledged €93.6 million ($98 million) in development aid to Rwanda for the period 2022–2024, a commitment made in October 2022. However, with the escalating conflict and mounting concerns over Rwanda’s involvement, Berlin is now reassessing these commitments.
Conflict in Eastern Congo: A Deep-Rooted Crisis
The M23 rebellion has significantly destabilized eastern Congo, capturing vast territories, including mineral-rich areas, since January. The conflict is deeply tied to historical tensions, stemming from the 1994 Rwandan genocide and the ongoing struggle for control over Congo’s vast mineral wealth.
Germany’s decision to halt aid reflects growing international pressure on Rwanda and signals a shift in global diplomatic responses to the escalating crisis in the region. The move also raises questions about the potential impact on Rwanda’s economy and its future role in regional peace efforts.
As tensions continue to rise, international stakeholders are closely watching whether diplomatic pressure can bring about de-escalation or whether the conflict will further intensify in the coming months.
