Madhubani, Bihar | April 24, 2025 — Prime Minister Narendra Modi, in his first public response to the horrific terror attack in Pahalgam, strongly condemned the violence and assured the nation of swift and decisive action against those responsible. Speaking during an event commemorating National Panchayati Raj Day in Madhubani, Bihar, the Prime Minister expressed solidarity with the victims and their families.
“The entire country knows how terrorists brutally killed innocents, and India stands with the family of victims,” PM Modi stated, addressing a shocked and grieving nation.
Reaffirming India’s commitment to justice, he declared, “Conspirators and terrorists, who committed this will get punishment beyond their imagination.” Issuing a stern warning to the perpetrators and their networks, the Prime Minister added: “India will identify, track and punish every terrorist, their handlers and their backers. We will pursue them to the ends of the earth.”
The Prime Minister’s remarks come amid rising diplomatic pressure on Pakistan, as New Delhi seeks international support to counter cross-border terrorism.
Underscoring the collective will of the nation, he said, “The willpower of 140 crore Indians will now break the backbone of the masters of terror. The entire country is in shock over how the terrorists killed innocent civilians in Pahalgam. India is with those who have lost their loved ones in this attack. The government is trying its best to provide treatment to those who are injured.”
Switching briefly from Hindi to English, Prime Minister Modi emphasized: “Will pursue them (Pahalgam attackers) to the end of earth. India’s spirit will never be broken by terrorism.” He also called upon the gathering to observe two minutes of silence in memory of the victims of the attack.
Bihar Chief Minister Nitish Kumar, who shared the stage with the Prime Minister, also condemned the incident. “We condemn the Pahalgam attack. The entire country is united in the fight against terrorism,” Kumar said.
Earlier, Prime Minister Modi chaired a high-level meeting of the Cabinet Committee on Security (CCS) following Union Home Minister Amit Shah’s visit to the site of the attack. The meeting, attended by National Security Advisor Ajit Doval and other top officials, focused on assessing the government’s response to the attack, which resulted in the deaths of 26 civilians.
The Prime Minister’s address was part of a nationwide interaction with Panchayati Raj Institutions (PRIs) and gram sabhas, held to mark National Panchayati Raj Day. According to the Ministry of Panchayati Raj, the occasion also saw the launch of various development projects worth approximately ₹13,500 crore.
This year’s NPRD event marks 32 years since the enactment of the 73rd Constitutional Amendment Act, 1992, which granted constitutional status to panchayats as institutions of rural local self-governance. The Prime Minister’s remarks during the event also served as his first public statement following Tuesday’s terror attack in Jammu and Kashmir’s Pahalgam.
