Prime Minister Narendra Modi to Attend BRICS Summit in Brazil Amid Notable Absences; Multi-Nation Tour Announced

 New Delhi, June 28 — Prime Minister Narendra Modi is set to participate in the upcoming BRICS Summit in Rio de Janeiro, Brazil, scheduled for July 6–7. The 17th edition of the summit comes at a significant juncture, with BRICS expanding its membership from five to ten nations. However, the absence of two key global leaders—Russian President Vladimir Putin and Chinese President Xi Jinping—has already sparked considerable international discussion.


Russia will be represented by Foreign Minister Sergey Lavrov, while Chinese Premier Li Qiang will attend in place of President Xi. This marks the first time President Xi will miss a BRICS Summit. While China has not provided an official explanation, diplomatic sources attribute the decision to internal political considerations. President Putin’s absence is linked to the arrest warrant issued against him by the International Criminal Court (ICC); Brazil, being an ICC signatory, would be obligated to act on the warrant should Putin enter its jurisdiction.

Prime Minister Modi is expected to hold several bilateral meetings on the sidelines of the summit, as BRICS—originally comprising Brazil, Russia, India, China, and South Africa—continues its evolution into a broader platform representing the Global South.

Prime Minister’s Multi-Nation Tour

In addition to attending the BRICS Summit, Prime Minister Modi will embark on a significant multi-nation tour beginning July 2. His itinerary includes five countries across three continents, marking several firsts in India’s diplomatic engagement.

  • Ghana (July 2–3): PM Modi will begin his journey with a historic visit to Ghana, marking the first-ever Prime Ministerial-level visit from India in over 30 years. The visit aims to strengthen bilateral ties and explore new avenues of cooperation in trade, education, and technology. 
  • Trinidad and Tobago (July 3–4): At the invitation of Prime Minister Kamla Persad-Bissessar, Modi will pay his first official visit to the Caribbean nation. He is also expected to address a Joint Session of the Trinidad and Tobago Parliament, underlining India’s deep-rooted cultural and diaspora connections with the region. 
  • Argentina (July 4–5): Responding to an invitation from Argentine President Javier Milei, Prime Minister Modi will engage in a series of high-level meetings in Buenos Aires, aimed at boosting economic, energy, and strategic ties between the two countries. 
  • Brazil (July 5–8): Modi will then travel to Rio de Janeiro to attend the BRICS Summit, hosted by Brazilian President Luiz Inácio Lula da Silva. The summit is expected to address a wide range of global challenges, including reform of multilateral institutions, climate change, and sustainable development. 
  • Namibia (July 9): Concluding his tour, the Prime Minister will make a State Visit to Namibia at the invitation of President Dr. Netumbo Nandi-Ndaitwah. This visit underscores India’s commitment to strengthening its partnership with Africa, particularly in areas such as energy, wildlife conservation, and capacity building.

This ambitious diplomatic tour is poised to reaffirm India’s growing role in global affairs and its enduring commitment to fostering South-South cooperation in an increasingly multipolar world.
