NDA Unveils Ambitious Manifesto for Bihar Elections: Promises One Crore Jobs and a Flood-Free State Within Five Years

Patna, October 31: The National Democratic Alliance (NDA) on Friday released its joint election manifesto for the upcoming Bihar Assembly polls, outlining a sweeping vision for the state’s transformation over the next five years. The document pledges to generate one crore jobs, ensure a flood-free Bihar, and drive rapid progress across key sectors including infrastructure, education, healthcare, and women’s empowerment.


The manifesto was unveiled at a joint press conference in Patna by BJP national president JP Nadda, Chief Minister Nitish Kumar, Union Minister and HAM(S) chief Jitan Ram Manjhi, LJP (Ram Vilas) president Chirag Paswan, and RLM leader Upendra Kushwaha. The alliance leaders described the roadmap as a “vision for a developed and self-reliant Bihar.”

The NDA, comprising the Bharatiya Janata Party (BJP), Janata Dal (United), Lok Janshakti Party (Ram Vilas), Hindustani Awam Morcha (Secular), and Rashtriya Lok Morcha, positioned its manifesto as a people-centric charter. The Mahagathbandhan (Grand Alliance), led by the Rashtriya Janata Dal (RJD), is contesting in alliance with the Congress, CPI(ML), CPI, CPM, and Vikasheel Insaan Party (VIP).

Highlights of the NDA Manifesto – 25 Key Resolutions

1. Employment for Every Youth:

Creation of over one crore jobs through a mix of government appointments, private investments,       and skill development programs. Every district will host a mega skill centre, and a statewide skill      census will be conducted.

2. Women’s Empowerment:

Financial aid of up to ₹2 lakh under the Mukhyamantri Mahila Rozgar Yojana, the creation of one crore Lakhpati Didis, and a ‘Mission Crorepati’ initiative to support women entrepreneurs.

3. Economic Upliftment of EBCs:

A dedicated ₹10 lakh financial aid scheme for Economically Backward Classes and a high-level committee led by a retired Supreme Court judge to ensure fair socio-economic development.

4. Farmers’ Prosperity and MSP Guarantee:

Launch of the Karpuri Thakur Kisan Sanman Nidhi with ₹3,000 annual support for farmers, along with ₹1 lakh crore investment in agri-infrastructure and assured MSP procurement.

5. Fisheries and Dairy Development:

Expansion of the Matsya Mission and Bihar Dairy Mission to double production, with ₹9,000 aid for fish farmers and new chilling and processing units in every block.

6. Connectivity Revolution:

Implementation of the Bihar Gati Shakti Master Plan, featuring seven expressways, 3,600 km of upgraded railway tracks, and new Amrit Bharat and NaMo Rapid Rail services.

7. Urban Transformation:

Development of New Patna as a global smart city and creation of Sitapuram, a spiritual heritage city near Janaki’s birthplace.

8. International and Domestic Air Connectivity:

Plans for greenfield international airports in Patna, Darbhanga, Purnia, and Bhagalpur, along with domestic flight services from 10 additional cities and metros in four urban centres.

9. Industrial Growth and Job Creation:

A ₹1 lakh crore industrial investment under the Viksit Bihar Industrial Mission, 10 new industrial parks, and a manufacturing unit in every district.

10. Blue-Age Economy:

Positioning Bihar as a global digital and service hub, targeting ₹50 lakh crore in investments and promoting the state as a leading backend operations centre.

11. Social Security – Panchamrit Guarantee:

Commitment to free ration, 125 units of free electricity, ₹5 lakh health insurance, 50 lakh new houses, and enhanced social pensions for the poor.

12. Education for All:

Assurance of free, quality education from KG to PG for children from poor families, with digital classrooms, nutritious meals, and advanced science and AI labs.

13. Made in Bihar Initiative:

Focus on local production through five mega food parks, self-sufficiency in pulses by 2030, and promotion of makhana and fish exports.

14. Textile and Handloom Expansion:

Creation of the Mithila Mega Textile and Design Park and Ang Mega Silk Park to make Bihar the textile hub of Eastern India.

15. Emerging Technology Hub:

Establishment of a Defence Corridor, Semiconductor Park, FinTech City, Mega Tech City, and Global Capability Centres to attract high-end industries.

16. MSME and Cottage Industry Network:

Development of 100 MSME parks and 50,000 cottage industries under the Vocal for Local initiative.

17. Education Infrastructure:

Construction of a ₹5,000 crore Education City, modernized schools, and centres of excellence across the state.

18. Healthcare Transformation:

Launch of MedCity, completion of medical colleges in all districts, and creation of super-speciality hospitals, including institutes for child and autism care.

19. Sports Development:

Establishment of Bihar Sports City and centres of excellence for key sports in every division.

20. Empowerment of Scheduled Castes:

Monthly stipends of ₹2,000 for SC students in higher education, residential schools in each subdivision, and a venture fund for SC entrepreneurs.

21. Welfare for Gig Workers and Drivers:

Provision of financial assistance, skill training, ₹4 lakh life insurance, and collateral-free vehicle loans.

22. Cultural and Spiritual Tourism:

Expansion of Ramayana, Jain, Buddhist, and Ganga circuits, development of Janaki Mandir, Vikramshila, and Mahabodhi corridors, and creation of one lakh eco-homestays.

23. Arts and Cinema Promotion:

Development of a Film City, Sharada Kala and Cultural University, Bihar School of Drama, and Film and Television Institute.

24. Flood-Free Bihar in Five Years:

Formation of a Flood Management Board and implementation of a ‘Flood-to-Fortune’ model, focusing on river-linking, embankments, and canal networks.

25. Comprehensive Rural and Industrial Development:

Holistic growth through balanced investments in agriculture, industry, and digital services to ensure inclusive progress across all regions of Bihar.

Polling Schedule

Elections for the 243-member Bihar Assembly will be held in two phases — on November 6 and November 11 — with counting of votes scheduled for November 14. Simultaneously, bye-elections for eight seats across seven states and Union Territories will also take place on November 11.

The NDA leadership has described its manifesto as a blueprint for a developed Bihar, pledging to transform the state into a hub of industry, education, and opportunity — while ensuring that growth reaches every village and every citizen.
