Israel’s Mossad intelligence agency has alleged that Hamas has been quietly developing an operational network across Europe through covert cells, warning that the group’s activities pose a growing security threat to Israeli and Jewish communities abroad.
In a statement, Mossad said that close cooperation with European intelligence and security services has led to the discovery of weapons stockpiles, the arrest of suspects, and the prevention of planned attacks. According to the agency, European partners have played a critical role in disrupting plots that targeted civilians.
Key Breakthrough in Vienna
One of the most significant findings cited by investigators occurred in Vienna last September. Austria’s DSN security service uncovered a concealed weapons cache containing handguns and explosive materials. Subsequent investigations linked the stash to Mohammad Naim, the son of senior Hamas political bureau member Bassem Naim, who maintains close ties with Khalil al-Hayya, a top Hamas leader in Gaza.
Mossad further stated that a meeting between Mohammad Naim and his father in Qatar around the same time may indicate formal backing from Hamas’ overseas leadership for operations in Europe. The agency also suggested that the involvement of Hamas figures in Qatar in supporting clandestine activities “is not being revealed for the first time,” accusing senior officials of publicly denying such connections to protect the group’s image internationally.
Suspected Activity in Turkey and Germany
Investigators are also examining the activities of Hamas-linked operatives working from Turkey, which has long served as a logistical and political base for the organisation. German authorities recently arrested Burhan al-Khatib, who they allege had been active in Turkey before relocating to Europe.
Beyond direct security operations, European intelligence services have intensified scrutiny of charitable and religious organisations suspected of acting as front institutions for Hamas. German authorities, in particular, have moved against groups believed to raise funds or propagate extremist ideology, viewing them as essential components of Hamas’ wider support infrastructure.
Accelerated Operations After October 7
Mossad claims Hamas significantly stepped up its overseas activities following the October 7 attack on Israel, attempting to build covert cells and develop operational capabilities abroad—mirroring strategies traditionally used by Iran and its regional proxies.
The agency noted that it is currently working with global partners to disrupt “dozens of attack plots” worldwide, emphasizing its commitment to safeguarding Israeli and Jewish communities across multiple continents.
