Intelligence agencies investigating the November 10 terror attack near Delhi’s Red Fort have uncovered evidence of a broader, highly coordinated international terror network, ANI reported.
The attack, carried out through a suicide car bombing, claimed 15 lives and left several others injured. The vehicle, packed with explosives, was driven by Dr. Umar Nabi. Four key suspects — including Dr. Muzammil Shakeel Gan of Pulwama and Dr. Adeel Ahmed Rather of Anantnag — are currently in the custody of the National Investigation Agency (NIA).
Layered Handling Structure Identified
Investigators have established that each member of the module operated under a distinct handler. Muzammil and Umar were reporting to separate operatives, while two additional suspects — identified as Mansoor and Hashim — worked under a senior handler supervising the group’s activities. According to officials familiar with the probe, this layered command setup underscores a sophisticated operational design.
Plans for Multi-Location Attacks
The agency has uncovered plans for multi-site attacks, with the group intending to store explosives across various locations to facilitate coordinated strikes. Intelligence officials confirmed that seized materials and digital evidence indicate preparations for simultaneous attacks. A senior official described the evidence supporting these findings as “strong and conclusive.”
Fresh details have also emerged regarding Muzammil’s role, including his procurement of an AK-47 rifle for more than ₹5 lakh. The weapon was recovered from Adeel’s locker, providing crucial insight into the module’s financing mechanisms and its level of preparation.
Foreign Links and Funding Routes
In 2022, Muzammil, Adeel, and another suspect, Muzaffar Ahmad, travelled to Turkey under the direction of Okasa, an associate of Tehrik-i-Taliban Pakistan (TTP). The trio was expected to be routed onward to Afghanistan, but the plan collapsed after a week-long delay. Muzammil stayed in touch with Okasa via a Telegram account, with communication intensifying after he sought to identify his handler, according to intelligence sources.
Meanwhile, Umar had been conducting extensive online research on bomb-making techniques. He procured chemicals from Nuh and purchased electronic components from local markets, along with a deep freezer used to stabilise and process explosive compounds — a critical part of the bomb-making process.
Internal Rift and Ongoing Legal Proceedings
An internal dispute between Muzammil and Umar at Al-Falah University in Faridabad — witnessed by multiple students — has become a focal point for investigators. Following the altercation, Umar handed over his red EcoSport car, already loaded with explosives, to Muzammil. Authorities believe the incident offers insight into internal tensions within the module.
As investigators continue to map the group’s wider network, funding channels, and international handlers, legal actions are progressing in parallel. The Delhi High Court recently rejected a plea from co-accused Jasir Bilal Wani seeking permission to meet his lawyer at the NIA headquarters. Wani remains in NIA custody as the probe deepens.
