Trump Announces ‘Delilah Law’ to Bar Undocumented Immigrants from Obtaining Commercial Driving Licences

U.S. President Donald Trump has announced sweeping new legislation aimed at prohibiting undocumented immigrants from obtaining commercial driving licences in the United States. The proposed measure, titled the “Delilah Law,” was unveiled during his 2026 State of the Union address.

According to President Trump, the legislation forms part of his administration’s broader efforts to strengthen road safety and curb illegal immigration. If enacted, the law would impose a federal ban preventing undocumented immigrants from being issued commercial driver’s licences (CDLs), thereby overriding state-level provisions that currently permit such licensing in certain jurisdictions.

What Is the Delilah Law?

The Delilah Law seeks to prohibit, at the federal level, the issuance of commercial licences to individuals who entered the country illegally. President Trump argued that some undocumented drivers lack adequate English proficiency, which he said could impair their ability to understand traffic signage, safety regulations, and operational instructions for heavy vehicles. He maintained that this poses a potential risk to public safety.

The proposed legislation is named after five-year-old Delilah Coleman, who was critically injured in a tragic road accident in California in June 2024. According to accounts cited during the announcement, a heavy truck driven by an undocumented immigrant of Indian origin collided with the vehicle in which Delilah and her family were travelling. The child reportedly suffered severe brain injuries and permanent loss of mobility, requiring lifelong medical care.

Authorities identified the driver involved in the crash as Pratap Singh, who allegedly entered the United States illegally in 2022. The incident has been cited by supporters of the bill as evidence of the dangers posed by unqualified or improperly vetted commercial drivers.

Another fatal accident referenced in connection with the proposed legislation involved Harjeender Singh, also described as being of Indian origin. In that case, a truck crash in Florida resulted in the deaths of three individuals.

President Trump stated that the Delilah Law would be introduced for passage in Congress in the near term. The proposal is expected to generate significant debate, particularly over federal versus state authority and immigration policy, as lawmakers weigh its implications for road safety, labour markets, and civil rights.
