Iran Signals New Regulatory Framework for Strait of Hormuz Amid Rising Tensions

In a sharply worded statement, Mojtaba Khamenei, associated with Iran’s leadership establishment, indicated that Tehran is preparing to introduce sweeping legal and administrative measures governing the strategically critical Strait of Hormuz, a move that could have significant geopolitical and economic implications.

Khamenei accused the United States of contributing to instability in the region, alleging “exploitation” of one of the world’s most vital maritime corridors. He warned that external actors engaging in hostile actions would face consequences, asserting that the future of the region should be shaped without foreign military presence.

“We will introduce new legal rules and administration for the Strait of Hormuz,” he stated, adding that regional security and prosperity would be better served through cooperation among Gulf nations rather than reliance on external powers.

The remarks come in the context of heightened tensions following reports that the United States initiated a naval blockade in the region on April 13, in coordination with Israel, as part of efforts to pressure Tehran over its nuclear programme.

The Strait of Hormuz, located between Iran and Oman and linking the Persian Gulf to the Arabian Sea, is one of the most critical chokepoints in global energy trade, facilitating a substantial portion of the world’s seaborne oil shipments.

Framing Iran’s proposed measures as beneficial to the wider region, Khamenei suggested that a revised governance framework for the waterway would promote stability, economic growth, and collective security among Gulf states. He emphasised what he described as a “shared destiny” among regional nations in resisting external interference.

Khamenei also questioned the effectiveness of American military installations in the region, arguing that they are incapable of ensuring even their own security, let alone that of allied nations.

The developments underscore escalating geopolitical friction in the Gulf, with potential ramifications for global energy markets and regional stability, as competing narratives over security and control of critical maritime routes continue to intensify.
